I just updated my website on-explanation.net with a first version of a
manifesto. The
participants of ExaCt 2008 in Patras know that we talked about such a thing, and
here it is
[1].

The goals for the Manifesto are to:
1. articulate a vision for explanation-aware computing
that interested researchers want to pursue;
2. speak to people whether or not they have a technical
background; and
3. provide a framework for interested researchers to
advance this vision.

Please have a look and discuss it, preferably on this mailing list.
