Good catch.
Sadly, you are right - we are not allowed to sell anything at the event
unless the vendor has a sales tax number. It got us into trouble in the
Linux Bangalore days, and we have had to stop it since then.
Years ago, a vendor named GT Enterprises used to take a stall at our event
to sell merchandise. It was OK because he had a sales tax number, and he
would sell his entire stock in the first two days. :) They would have been
the perfect guys for you tie up with for T-shirt related stuff. Sadly,
they no longer take stalls to sell mechandise.
So quick answer - no, you can't sell anything on the premises. And it
isn't worth the risk - since the terrorism attack a few years ago, the
cops take an unhealthy interest in any event that has thousands of people,
some of whom look like this:
