US Marshals say Tonya Brown, 35 and David Stewart, 34 were both members of the violent Jamaican based Drug Ring known as the “Shower Posse” and were wanted by the United States Marshals Service on federal arrest warrants. They were charged with Conspiracy to Possess with Intent to Distribute and Conspiracy to Distribute Cocaine and Cocaine Base, Crack. The original arrest warrants were issued July 29, 2005 at the conclusion of a lengthy investigation by the Oneida County Drug Task Force and the FBI. Brown and Stewart fled the Utica area shortly before arrest warrants were executed. A lengthy investigation was conducted by the United States Marshals Service NY/NJ Regional Fugitive Task Force in Utica, NY and the United States Marshals Jamaica Field Office with assistance from the Jamaican Constabulary Forces/Fugitive Apprehension Team (JFAT). In mid March 2009 the United States Attorney’s Office in Syracuse, NY obtained Provisional Arrest Warrants for both Brown and Stewart after USMS and JFAT investigators positively identified both subjects living near Kingston, Jamaica. On March 26, 2009 United States Marshals Service and JFAT members conducted late night surveillance in Kingston Jamaica where they observed Tonya Brown enter a vehicle driven by David Stewart. The vehicle was stopped by the surveillance team members and Brown and Stewart were arrested without incident. Both subjects waived extradition back to the United States and once the proper legal documentation was provided to the government of Jamaica Brown and Stewart were ordered to be returned to the United States to answer these charges.
