JOB ANNOUNCEMENT
GIS/CADD Computer Specialist
A GIS specialist with programming skills is sought to develop a
GIS/CADD system that facilitates the planning and development of
capital roadway projects. This position works with staff to identify
the units' needs, and designs and maintains a user-friendly system
that manages data for research, presentation and design. The position
will develop in-house capability in the mapping of various datasets,
including CADD drawings, for area-wide and site-specific planning and
design projects. The development of the project needs to be
coordinated closely with other City agency efforts, particularly DOT
and DDC. This position will be responsible for the initiation of a
comprehensive system, the development of data entry management and
reports, the procurement of data sets available, and the training of
other staff in the system's use. The applicant is expected to have
significant experience in ArcINFO and/or Arcview, MS Access, and
Visual Basic and/or AVENUE. Experience in any of the following is
preferred, but not required: Map Objects, ESRI IMS, Autocad, Transcad,
MS SQL Server. The position will supervise two other staff members. A
salary range of $50,000 to $80,000 is available, based on experience.
This position reports to the Chief of Capital Planning and Roadway
Management.

JOB ANNOUNCEMENT
GIS/CADD Computer Specialist
A GIS specialist with programming skills is sought to develop a
GIS/CADD facility that facilitates the planning and development of
capital roadway projects. This position works with staff to identify
the units' needs, and designs and maintains a user-friendly system
that manages data for research, presentation and design. The position
will develop in-house capability in the mapping of various datasets,
including CADD drawings, for area-wide and site-specific planning and
design projects. The development of the project needs to be
coordinated closely with other City agency efforts, particularly DOT
and DDC. This position will be responsible for the initiation of a
comprehensive system, the development of data entry management and
reports, the procurement of data sets available, and the training of
other staff in the system's use. The applicant is expected to have
significant experience in ArcINFO and/or Arcview, MS Access, and
Visual Basic and/or AVENUE. Experience in any of the following is
preferred, but not required: Map Objects, ESRI IMS, Autocad, Transcad,
MS SQL Server. The position will supervise two other staff members.
A salary range of $50,000 to $80,000 is available, based on
experience. This position reports to the Chief of Capital Planning
and Roadway Management.

MapInfo in NYC is offering a series of free one- or two-hour
seminars on business, Internet and logistic applications of desktop GIS. There are
seven different seminars with multiple sessions scheduled throughout
December, January and February. All sessions are held in the new MapInfo NYC

You need to define low cost. There are hundreds of free web hosts, usually
with some amount of advertising. GISMO currently doesn't own a domain name.
Unfortunately gismo.com, gismo.net and gismo.org are all in use. Can you
afford $35 a year for one?
Many more conventional ISPs will host non-profits for free if you give them
a letter they can use for a tax deduction. For example see
http://www.bestweb.net/services/domain.shtml which is the ISP I use for mail
account and a rarely visited home page.
Are you a 501 (3) (c)? That helps.
The back pages of most PC magazines advertise many hosting services in the
$10/month range.
How much disk space do you need? Maps are big. Most of the free ones have
only 10-20 megs of disk space with more available at a cost.

Work on the City's ambitious plans to develop a citywide
photogrammetric
basemap is progressing: the borough of Manhattan has been finished
after completing seven rounds of proofing by the Hunter College QA/QC
team led by
Bob Sklar; all the other boroughs except Brooklyn are now undergoing
QA/QC review. All boroughs are scheduled to be completed by the end of
the fiscal year. The map will be available to City agencies and their
contractors as sections are completed.
This mapping project is being led by the GIS Subcommittee of the NYC
Technology Steering Committee with the major involvement of the NYC
Department of environmental Protection and PlanGraphics. In an effort
to coordinate and centralize the planning and development of GIS
applications related to the new basemap, the Subcommittee (co-chaired
by Al Leidner, Larry Knafo [Office of Emergency Management], and Steve
Walsh [Mayor's Office of Operations]) and its consultant have just
completed a round of interviews with 25 City agencies and utilities to
identify their GIS needs. PlanGraphics is now in the process of
designing an infrastructure to address these citywide application
requirements; their initial recommendations from this Citywide GIS
Study are due at the end of September. $1.8 million has been allocated
in this year's capital budget to implement Phase I of the Central GIS
Utility, which will involve a DOITT-based central data repository for
common GIS layers on an ORACLE spatial cartridge. The utility may
ultimately be available on the internet; in the near-term, however, it
will be distributed only via City intranet.
Other projects related to the completion of the basemap and the
development of the citywide GIS utility are:
*The Department of Finance and the Department of City Planning plan to
have
COGIS (the DCP digitized version of DOF's tax lot maps) refined and
registered to the new basemap with the requisite annotations so that it
can become the
City's official block and lot map.
*LION (the Department of City Planning's street-line map) will also be
registered to the new basemap; URS will be involved in this task.
*Other map layers that will be registered to the basemap are the city's
sewers and water mains. A digital street-right-of-way map is also
being developed.
*Among the application and presentation needs that have thus far been
identified are:
- a citywide presentation layer suitable for use with the media and
community groups;
- a human resources application that will allow users to click on an
address to identify all service providers within a given area, and to
access contact information for those providers;
- a capital budget application that will map the 10-year capital plans
of all capital agencies so that the development and maintenance of
utilities and infrastructure can be coordinated.
*The Subcommittee hopes to have at least some of these applications

without establishing separate data sharing agreements for each project.

<p>On the weekend of May 6-7, 2000, GISMO and the Queens Museum of Art will
sponsor a multimedia program, tentatively titled Maporama 2000, focusing on
GIS/NYC. The Panorama is the most impressive "analog GIS" in NYC and suggests
comparison with the nascent NYC GIS basemap! About a dozen GISMO members have

I have a late-breaking news item about software/hardware grants (i.e.
free):
The Conservation Technology Support Program has announced its guidelines
for "Computer Mapping Technology Grants for Non-profits."
Conservation and environmental non-profit organizations seeking to use
computer mapping technology can apply now for Conservation Technology
Support Program (CTSP) grants of computers, software and training.
Approximately 50 grant packages are available, using computers and
printers donated by Hewlett Packard Company, and Geographic Information
Systems (GIS) software by Environmental Systems Research Institute, Inc.
(ESRI) and Clark Labs.
Interested groups should review the application guidelines at
http://www.ctsp.org. Applications are due January 7, 2000 and decisions
will be made by mid-April 2000. To be considered, an organization must
be U.S.-based and have tax exempt status. International groups with
U.S. sponsors may be eligible and should refer to the CTSP guidelines on
the web site. All groups, be sure to check the news update link on the
CTSP home page to get the latest information on software additions to
the grant packages.

Beginning with this transmission, GISMO will start to wean itself from dependency on a printed newsletter. While it is likely that we will distribute an abbreviated newsletter prior to the November 17 meeting, we will also urge all to get on line and submit valid email addresses.
This GISMO release is distributed by our listserv at gismonyc@egroups.com. Subscribers can also receive YOUR messages sent to this address. Current GISMO members with valid email addresses on the GISMO database have already been subscribed. If your email address should change, please update it at the listserv. NJ JOINS NYS GIS COOP
The state of New Jersey became the second of New York's bordering states to join the NYS GIS Data Sharing Cooperative. (Vermont was the first.) Many environmental, transportation and public safety issues do not stop at our State boundaries. Having other states as members, facilitates data access without establishing separate data sharing agreements for each project. (Released by Bruce Oswald)
PARCEL LEVEL INTERACTIVE MAPPING IN LOS ANGELES
A UCLA website was designed to help uncover urban blight by providing data that indicate housing deterioration. It enables Internet browsers to make maps on such themes as building violations and tax arrears plotted to the street address of the tax parcel. Neighborhood Knowledge Los Angeles (NKLA), http://nkla.sppsr.ucla.edu collects data from a variety of sources including the census. (Forwarded by Bruce Rosen)

JOB OPENING: COMPUTER MAPPING ANALYST
New York's largest non-profit environmental and consumer group seeks a
full-time geographic information systems (GIS) analyst for our Community
Mapping Assistance Project (CMAP). CMAP was established in 1997 by the
New York Public Interest Research Group (NYPIRG) to provide affordable,
customized mapping services to non-profit organizations so these groups
can benefit from GIS without being burdened with its high cost and steep
learning curve.
The position will round out an entrepreneurial, three person team
providing GIS services to large and small client groups in the
metropolitan area. The scope of CMAP's services is expanding, and we
require a staff person with solid GIS skills and experience, as well as
familiarity with the needs and goals of non-profit groups. You can view

RESPONSIBILITIES INCLUDE:
* providing high-quality GIS services to CMAP's growing non-profit
client base (including geocoding, creating thematic maps, analyzing data

projects; and
* helping maintain CMAP's extensive GIS data files (including the
development of metadata descriptions for these files).
QUALIFICATIONS:
* at least two years experience with ArcView and/or MapInfo software and
related GIS & database applications;
* familiarity with a networked WindowsNT computer environment;
* experience working with non-profit organizations;
* basic understanding of New York geography; and
* motivated self-starter, excellent communication skills and ability to
work on a team.

Job Title: Project Associate PLEASE POST

Job Description: Vera Institute's Department of Planning is seeking a
project associate for a project that will help law enforcement agencies
throughout New York State use computer technology to map crime. Applicants
should be enthusiastic; team-oriented and have extensive computer skills.
Candidates with previous experience in data management and geographical
information systems (GIS) would be preferred.
The project associate will assist project staff with tasks related to
project development and management. This includes data base
management/development, crime mapping/analysis; managing contact lists;
communicating regularly with law enforcement and other government officials
throughout New York State; developing training materials; producing
bimonthly newsletters; compiling monthly status reports; as well as other
tasks that may arise in the course of the project. Frequent travel to the
Albany and Buffalo areas will be required.
Qualifications: The associate must have a college degree and an interest in
the administration of justice, criminal justice or policing. The associate
must be willing to assume responsibility, be highly organized, and possess
excellent communication and interpersonal skills. It is essential that the
associate be skilled and comfortable with computers and with using Microsoft
Word, Excel, and the Internet. Prior experience with relational databases
and Geographical Information System (GIS) Software is desirable.
