These days people love Python because it is easy to learn, and yet
object-oriented and feature rich. However it is not the only language
which can be used to write GUI applications for GNU/Linux. You can
also use C, C++, Java, C#, etc..

Usually yes.

Usually it does not. However if your application is dependent on some
distribution specific modules, then it is a different story. eg., YUM
is written in Python, but is heavily dependent on the RPM modules.
Hence it is only meant for Fedora and its derivatives, and will not be
usable in Debian.
