During the launch, Dr Vivian Balakrishnan said:
“Moving towards intangibles - As we progress to the next plane of economic
development, we will have to compete internationally with other global
cities. Singapore has to be able to bring international businesses and
talent to our shores. Singapore must be a distinctive and attractive place
to live, work and play in. In planning for such a city, we will need to be
mindful that the intangible aspects that make Singapore quaint and unique,
are not inadvertently eroded. More importantly, familiar surroundings and
landmarks in our physical environment become markers as we mature as a
society. It roots us and binds us together, in a place we call home.” -

Wait a minute. Did a government minister just talk about intangibles?
These are strange times we live in! No wonder the NParks staff I saw
at the exhibition were smiling.
But it is not all over.
The present review of the master plan will lead to the gazetting of the new
Master Plan in 2003. URA has prepared 2 plans to guide the Master Plan
Review, and Subject groups will be providing some feedback:
Parks and Waterbodies & Rustic Coasts - chaired by Dr Tan Chi Chiu,
Director of Singapore International Foundation.
Urban & Hillside Villages and Southern Ridges - chaired by Assoc Prof Lily Kong,
Dean of the Faculty of Arts & Social Sciences, National University of Singapore.
Old World Charm - chaired by Dr James Khoo, Chairman of the Conservation Advisory Panel.
URA and the subject groups want your feedback. Note that it is a concept plan, i.e. they
want input before it becomes a Master Plan. You can help in two simple steps:

The URA Centre Atrium, 45 Maxwell Road. See the plans and pick up the five
brochures. Mon – Fri: 9am – 7pm; Sat 9am – 5pm. You can prepare yourself by

2. Provide feedback - Provide input to Subject Groups directly. A feedback
channel will be provided by URA (until 22 Oct 2002), and a regional
exhibition of Master Draft (Feb – June 2003).
You have been provided the opportunity. Now it’s up to you.
Note that suggestions of areas not mentioned in this exhibition
are also welcome.
You can also send in your feedback by replying any issue of the
Habitatnews newsletter. The feedback will reach URA and the Subject
Group chairpersons unedited unless you request otherwise.

waterbodies, green spaces and living environment.

- Open up more areas of natural beauty - Northern wetlands (Lim Chu Kang-Buloh-Kranji environs), Central Catchment & Bukit Timah Nature Reserves.
- Open up more waterfronts - Coney Island, Lower Seletar Reservoir, Tampines Quarry, Jurong Lake.
- Develop 5 new parks - Sengkang Riverine Park, Woodlands Regional Park, Bidadari Park, Tampines Linear Park, Jurong West Park.
- Enlarge selected parks - Pasir Ris Park, Choa Chu Kang Town Park, Zhenghua Park, East Coast & Marina East, Labrador Park, Bukit Batok Park.
- Expand the parks connectors system (from 60km in 2002 to 160km in 2015), e.g. Pasir Ris to East Coast, Buona Vista to Jurong Lake & Bird Park.
- Create a variety of streetscapes - Parkway, forest, coastal, rural, gateway, heritage roads.
- Gardens in the sky - Vertical greenery, landscape roof terraces, landscape sky terraces & balconies, landscape sky bridges, landscape lobbies.
