I have a Fujica Mini too, but its meters needle is not working (but
the meter works... I got readings using a multimeter).
As I could understand from its manual (here:
http://www.mediajoy.com/en/cla_came/fujicamini/) you first set the ISO
of film on top plate and later you change lens aperture to match the
needles (from meter and the ISO setting). Just this...
I can't use mine since its needle doesn't move! :(
