This is the description of the position:

The pavements/materials engineer will assist the Chief Resident Engineer in all aspects related to the quality of the road works to be completed by the Contractor. He will review the road works drawings prepared by the Employer and will advise the CRE on the opportunity to be released to the Contractor or notify him in case he suspects design failures that may cause major issues to the works. If necessary, he will coordinate with the Designer on technical requests referring to road works submitted by the Contractor and related to the design or adaptation to the gound conditions. If necessary to be instructed by the CRE to the Contractor. He will also inspect at the beginning of the works and periodically the Contractor’s, his sub-contractors’ and suppliers’ plant and facilities and will report on their status, proposing approval, rejection or imprevements. He will also verify, together with a local Materials Engineers, the certificates for all materials supplied on Site, the test results reports for the materials included in the works and will monitor the measures in case of rrejected non-comopliant materials. He will review, classify and keep the quality records provided by the Contractor until handed over to the Employer at the end of the works. Copies of these records, together with this specialist report will be included in the occasional or periodical reports submitted to the Employer. The specialist report will include his comments, interpretations, conclusions and recommendations concerning the quelaity of the road works and of the amterials included within. He will attend all weekly and monthly meetings during the construction perios, supporting the CRE. He will advise periodically the CRE on those road works failing the quality test, to be removed from the interim certificates for payment, reviewing the remedial actions proposed by the Contractor and monitoring their implementation after appoval. The Pavements/Materials Engineer will coordinate the activity of the local Materials Engineer and Laboraty Technicians included in the Consultant’s team and will report to the CRE. He will also monitor the activity of both Earthworks/pavements Inspectors and will offer supoprt and information on the quality measures to be observed. He will advise the CRE on technical issues requiring additional expert opinion; the following action will be the mobilization at headquarters or on site of backstopping experts.
