I am honored to be considered by you to chair the budget and taxes
committee. Indeed, I am anxious on making sure that the taxes get filed
properly. I have some ideas, including that we should take the assistance
of H&R Block. Their charges are cheap - approx. $100 - and they do a
professional job. Moreover, they take only one hour to take all the
information from you. The important part, though, is getting all the
information correctly on our side.
However, I must inform you that I am HEAVILY involved in the organizing of
an international conference that is coming up at the end of the month.
It will take another week after that to unwind. As much as I would like
to be on the budget and taxes committee of HCES, I will be absolutely
unavailable till April 7. Under these unusual circumstances, and
considering that taxes must be filed before April 15, I think that you
should select someone else to do the work between now and then.
My alternate rep is also involved with the conference, so I cannot, with a
clear conscience, recommend him for the job. I suggest that someone in
HCES who is intimate with last year's budget should help out.
I will be available for future assignments, but I must bow out of this one

Manny,
With your permission, I would like designate you as the Chairman of THE
FUNDRAISING COMMITTEE ... a special committee of the HCES which will be
tasked to look into different ways to raise badly needed funds for our
organization. Please say yes because I really would like to count on your
help on this matter.
You may recruit two of the representatives of the member engineering
organization to the HCES, preferably those whom I have not or will not be
asking to serve as Chair for other special committees. Their names are
shown in the roster I distributed through this mailing list earlier. Kindly
take your pick, ask them about it first, and then let me know your
committee's composition ... and please try to do it ASAP ... preferably
prior to our next monthly meeting on April 7. And when you are about all
set up, please make a posting to the HCES Mailing List.
Your committee will be one of the most important special committees in the
HCES since the current funds of our organization are now extremely low ...
that if we don't do anything about it within the soonest time possible, we
might not be able to accomplish our goals and objectives for this current
year. So much depends on what we can do during our term now and we should
see to it that we will not be putting the HCES and the other member
organizations down.
You have suggested something to me earlier and I would like to ask you to
work on it immediately. Kindly look also into other ways by which we could
raise funds like corporate sponsorships, a golf tournament, more ads to the
Wiliki, sponsorship of seminars, coming up with a souvenir program during
Engineers Week with paid advertisement on it, etc.
Please note that I am not very much in favor of raising the current
subscription cost of our newsletter. We might have to do this only as a
last resort. It is my belief that there are still a number of other options
available (to raise funds) and I would rather that we look into this first.
With your connections, experience in fund raising with FALEA and other
organizations, and your strong determination to see things through, I
don't think we will fail in this objective.
I hope that the other representatives to the HCES will come up with some
other viable suggestions as well. I will be very happy to hear about any
bright ideas. I would like therefore to ask that suggestions and comments
be posted to the HCES Mailing List.

The following are the duties of the Immediate Past Chairperson:
1. Conduct and chair the meeting for the selection of the Lifetime
Achievement Award recipient.
2. Read the Lifetime award citation and present the award at the banquet.
3. Read citations for and present special Certificate of Appreciation
Award(s) at the banquet.
4. Be around for giving advice and guidance.
That is all! It's a much easier job than Chairperson. It's nicer to
be past chair than chair - something all chairpersons can look forward to!

Thanks for sharing information regarding the numerous list of duties that
the HCES Chairman will be responsible for. I can see that this is
definitely going to put me into a very demanding role for the next 11
months.
My main concern, however, is how to get more funds into the coffers of
HCES. I'm now trying to see how to get into some kind of a fundraising
campaign for our organization. I'm trying to see if the fundraising
activities I did for FALEA before will also work with HCES. There is no
doubt that HCES needs to exhaust all avenues to generate funds in order to
continue operating, otherwise all those duties you mentioned will never get
to be executed and consummated.
At any rate, I will try to think of things in a positive way. And with your
assurance that you intend to attend all meetings to assist me this year,
you made me feel confident that things can be worked out. But I will have
to keep my fingers crossed and hope that the best is yet to come.
Within a few days from now I plan to create special committees to look into
the most pressing problems and responsibilities of HCES. I'm doing this
pursuant to Sec. 7.1 of Article VII of HCES's Constitution. I intend to
appoint chairpersons for these committes and will leave it up to them to
select two representatives to join his or her committee. It is my hope that
those whom I will be asking to serve as chairpersons for these special
committees will accept and be willing to serve without hesitation.
By the way, there are still a number of representatives who are now
subscribers of the HCES Mailing List who have not as yet complied to my
request to log-in or let us know that they are receiving all these postings
now. Please send an email to the list <hces@onelist.com> and let us know
that you are receiving messages from the list now ... even if you are not
making any postings as yet.

Dr. Singh,
I agree that the HCES representative should be a member of the Engineering
Society they represent. They way a society selects thier representative
should be left for them to decide. For instance SEAOH sends a director of
the board who has been elected by its membership. They are members of our
association. However, we must ask ourselves if the representative cannot
attend they should send an alternate who is also a member of thier society.

Our HCES represents engineers and land surveyors. Societies usually elect
their HCES representative. Sometimes, they elect the alternate HCES rep.,
but not always. Nevertheless, that is not our problem. However, when it
comes to sending alternates to attend the HCES meetings, we must emphasize
that the alternates be active members of the society, not secretaries,
administrative officers, or fiscal supervisors in their company!

I think you didn't commit a mistake in your recent two postings. You did
just the right thing. It is my belief and understanding that our respective
views, comments, and suggestions should all be posted to the HCES Mailing
List.
This is something I would like to encourage ... a healthy and active
interchange of ideas. There are times that a posting me appear personal in
nature but, it may also be something important for all the other
subscribers (designated representatives of the different engineering
organizations) to know about. It could even entice them to reply and post
their own comments and suggestions. And when this comes about, there is no
doubt that the HCES mailing list will be lively and well participated.
As the saying goes, "Two or more heads are better than one." In the HCES,
we expect to have a mingling of at least 16 or more heads ...

Our HCES represents engineers and land surveyors. Societies usually elect
their HCES representative. Sometimes, they elect the alternate HCES rep.,
but not always. Nevertheless, that is not our problem. However, when it
comes to sending alternates to attend the HCES meetings, we must emphasize
that the alternates be active members of the society, not secretaries,
administrative officers, or fiscal supervisors in their company!

THE CONSTITUTION
of the
HAWAII COUNCIL OF ENGINEERING SOCIETIES
(Revised November, 1988)
ARTICLE I: NAME
Sec. 1.1 This organization shall be known as the HAWAII COUNCIL OF
ENGINEERING SOCIETIES (HCES).
ARTICLE II: PURPOSE
Sec. 2.1 The purpose of the Council shall be the accomplishment of
the following objectives for the member engineering societies:
a. Preparing each year on a timely fashion for NATIONAL
ENGINEERS
WEEK activities.
b. Improving the public image of the engineering profession.
c. Encouraging registration of all qualified engineers.
d. Stimulating qualified students in public nd private
schools
to enter engineering and related sciences as their life work.
e. Providing a forum for discussing the objectives of the
various
engineering societies, with the aim of providing, where
practicable a common approach to these objectives.
f. Coordinating with and/or supporting activities of
related
organizations to further common programs of the member
societies.
g. Supporting appropriate programs to interest research
and
development types of industries to locate in Hawaii.
h. Publishing the monthly engineering news magazine
"WILIKI-O-HAWAII" for the member engineering societies.
ARTICLE III: MEMBERSHIP
Sec. 3.1 This Council shall be composed of one Representative and one
Alternate
from each of the member societies within the State of Hawaii, and a
Representative of the College of Engineering, University of Hawaii.
Sec. 3.2 Representatives shall be empowered to speak authoritatively
for their
society. However, their actions are not binding on their member
society. They should participate regularly in the board meetings of
their society in order to insure a maximum interchange of information
between the Council and the individual's society.
Sec. 3.3 The society shall be represented by a Representative and an
Alternate,
preferably with terms of appointment to run for two consecutive years
and said terms to be arranged so as to have one new and one retiring
Representative each year. Each member engineering society shall notify
the Council of such appointments within 30 days after said
appointments.
Sec. 3.4 Each member engineering society shall have but one vote. Each
society
shall establish a procedure by which its Representative will decide on
the
casting of its vote.
Sec. 3.5 The Council may invite ad hoc participation by other
organizations or
individuals.
Sec. 3.6 This Council shall be the sole judge in determining the
eligibility of an engineering society for membership and shall be
judged by its demonstrated support and identification with the
objectives stated in Section 2.1.
ARTICLE IV: FINANCIAL SUPPORT
Sec. 4.1 In consonance with its mission of preparing and presenting
NATIONAL
ENGINEERS WEEK activities and related year-round activities, the
Council shall submit each year in February to the member societies a
proposed budget for the fiscal year beginning the first day of March
and recommendations for assessments from each society. A report
reviewing the fiscal year's activities shall be attached to the
proposed budget. The budget and report shall be the responsibility of
the Treasurer.
Sec. 4.2 The Council shall determine the assessment due from each
society for
receiving the WILIKI-O-HAWAII. No member dues assessment will be
levied upon any society. The Council may request optional assessments
from member societies.
Sec. 4.3 The same Treasurer shall not be appointed for two consecutive
years. The incoming Treasurer shall be responsible for the annual audit
of the financial statements presented by the previous Treasurer.
Sec. 4.4 In the event of dissolution of the Council, any funds or
assets remaining after payment of legal obligations shall be
apportioned back to the member engineering societies according to the
proportion of contributions by the
societies for the most recent period. In no event shall any wages,
salaries, or honorariums be paid to the members of the Council.
ARTICLE V: OFFICERS, TERMS OF OFFICE, AND ELECTIONS
Sec. 5.1 The officers of this Council shall consist of a Chairman,
Vice Chairman, Secretary, and Treasurer elected by the Representatives.
It is
recommended that not more than one officer representing the same
society be elected.
Sec. 5.2 The officers shall serve for one year commencing on the first
day of
March and ending on the last day of February of the following year.
Sec. 5.3 The slate of new officers shall be determined prior to the
December
meeting and a sample ballot passed out to all member engineering
societies
at that meeting. The slate of officers and the sample ballot shall be
the
responsibility of the outgoing Chairman.
Sec. 5.4 The closing of nominations and the election of new officers
shall be held during the January meeting. The election shall be by
written ballot, with
the candidates receiving the plurality of votes for each office being
elected.
Sec. 5.5 Any nominee for Chairman shall have served as a
Representative on the
Council for a minimum term of one year.
ARTICLE VI: MEETINGS
Sec. 6.1 Regular business meetings shall be held once each month
throughout the
year at a date and place determined by the Council. In the absence of
any business to be transacted, the meeting may be cancelled.
Sec. 6.2 Special meetings may be called at the direction of the
Chairman.
Sec. 6.3 A quorum shall consist of a majority of the representatives
from the
member engineering societies.
ARTICLE VII: COMMITTEES
Sec. 7.1 Special committees shall be appointed by the Chairman as
required.
ARTICLE VIII: AMENDMENTS
Sec. 8.1 All member engineering societies shall be provided adequate
notice of any proposed amendment to the Constitution to permit action
by the society prior to voting. Passage of the amendment shall require
approval by at least two-thirds of the member engineering societies.
ARTICLE IX: INTERPRETATIONS
Sec. 9.1 This Constitution and/or any subsequent amendments thereto
shall not be made or interpreted to conflict with existing regulations
governing any
member society.
ARTICLE X: PARLIAMENTARY LAW
Sec. 10.1 Roberts Rules of Order shall be the criterion for conducting
all meetings.

This is an update on additions made to the HCES Mailing List which was
set up on March 3, 1999.
<fontfamily><param>Courier</param><bigger>As stated in the previous two
messages, the HCES Mailing List was created to provide a fast and
reliable way of communicating with representatives of the different
engineering organizations in the State of Hawaii that are under the
umbrella of the HAWAII COUNCIL OF ENGINEERING SOCIETIES
(HCES).</bigger></fontfamily> It is envisioned that this list will
serve as a tool for <fontfamily><param>Courier</param><bigger>conveying
messages, notices, reports, announcements, reminders, and any other
important information.</bigger></fontfamily>
