I understand that Gabe Goldberg, I think, did succeed in getting OS390
2.5? from IBM for this purpose some years ago.
You might also be able to acquire Partner World for Development copy
and a Flex-es thinkpad.
It really does, unfortunately, still remain the case that running on
Hercules is a license violation in all but the most limited and specific
cases.
