I think the bigger problem is that the whole thing is a licensed IBM
product, mostly OCO, *and* it seems to require installation of an NCP
load module, which is itself licensed code.

None of this is free (as in speech or beer).

... The NCP load module is not a problem, as you should already be licensed for NCP and SSP on your z/OS system -- after all, it's the 3745s that you already...
