Sorry for the delay, I hadn't checked in here in a while.

That one isn't assigned by default to a keyboard shortcut,
but it is on the list.

Go to Options | Customize | Keyboard Shortcuts
look for it as
Convert Lines to Ordered list
Convert Lines to Unordered List

assign a shortcut and you are good to go.
