I would like to bring to your attention the ACRU agrohydrological
model. This model has been under development since the early 1970s at
the University of Natal, South Africa. The model, which has
comprehensive Theory and User Manuals, has recently been completely
restructured from Fortran into Object Orientated Java code.

Since every model is unique, I would recommend at least conducting a
sensitivity analysis in the conventional way. In the C-4 basin near
Miami, we found that transient stages computed during a continuous
simulation were sensitive along certain reaches to channel roughness and
bank storage. Stage differences of about a foot were sometimes evident.

You might also want to look at Peter VanRolleghem's Papers as he ran a
simulation using multiple uncertainties. His work was primarily on
biological behavior but the same principles apply. He has run multiple
simulations varying variables to make the determinations of the differences
in parameter coefficients.

The question of assessing or enumerating predicitve uncertainty is very
topical. Monte-carlo provides some utility in this, however it must be
very carefully applied, and the results carefully interpreted in view of
the variety of assumptions made.
There are groups are working to develop rigorous means for assessing
model predictive uncertainty. One collaborative effort between private
industry, academia, and regulatory bodies is discussed at:

Here, we are working to improve the existing predictive analysis
capabilities of the model independent parameter estimation software
PEST, which is now free, and is further described at
http://www.sspa.com/pest/index.html
Don't be put off because it is free! The software is used on over 800
projects worldwide, varying from groundwater to surface water to
forestry.
The PEST documentation discusses a combination of gradient-based and
stochastic methods for assessing your model uncertainty. I am happy to
provide my bibliography for uncertainty in environmental models, also.
PEST will work with HEC, and I would be happy to speak with you about
how.

I am posting these questions for a friend in the cc. address. He has been
unsuccessful at subscribing to the listserver.
I am working on a project in Wyoming, near Yellowstone Park and am trying to
research the effects of warm rain on wet snow. I am pretty confident that
warm rain on wet snow during the spring time will be the largest storm
events but I am an unable to find much information on how to adjust our
model to account for the increase in runoff. To make it even trickier, the
client wants us to use the rational method for all basins less then 300
acres. My thought is to increase the C value, but I am looking for some
documentation to back up what I am thinking.
Also, do you know how to convert CN numbers (SCS) to C values (Rational)? I
know that there is a way, but just can't find the equation/source.

Pioneering Research on Floods, Droughts and River Basin Organization Wins
Stockholm Water Prize for Venezuelan Hydrologist
The winner of the 2002 Stockholm Water Prize is the Venezuelan hydrologist
Professor Ignacio Rodríguez-Iturbe of Princeton University, USA. He is being
honored for his significant scientific contributions to the understanding of
the interaction between climate, soil and vegetation structures, surface
water, floods and droughts.
Professor Rodríguez-Iturbe, 60, is one of the world's leading hydrologists.
He was born in Venezuela, where he also has worked for many years, and is a
citizen of both Venezuela and the United States. He is the first South
American to receive the Stockholm Water Prize.
Professor Rodríguez-Iturbe's scientific contributions have had important
theoretical and practical meaning for hydrology's development as an Earth
Science. They have also increased understanding of the planet's climatic
system, where water's circulation place a decisive role.
Thus, the Nominating Committee in its motivation wrote:
"Professor Ignacio Rodríguez-Iturbe is awarded the 2002 Stockholm Water
Prize
for lasting contributions to surface hydrology. With scholarship,
creativity, enthusiasm
and inspiration he has been in the forefront of the scientific evolution
that placed hydrology in the fellowship of Earth Sciences."
Water is the Link
Professor Rodríguez-Iturbe's research has led to greater understanding of
meteorological and hydrological events like extreme floods and droughts,
which can cause human suffering, environmental damage and economic loss.
During the 1970s Professor Rodríguez-Iturbe developed a mathematical model
for long-term extremes such as these. These formulations have been used
extensively throughout the world, for example, in forecasting river flows
and variations in water levels.
Evaluation of Hydrologic Data
In addition, Professor Rodríguez-Iturbe contributed to the development of
methods to quantify the accuracy and value of hydrologic data. This concept
is now adopted in hydrological and meteorological services. It has been used
in the USA, Canada and Great Britain to evaluate the utility of their data
collection systems.
Risk Analysis
In the mid 1970s, Professor Rodríguez-Iturbe introduced "Bayesian
approaches" (a mathematical tool to combine information from many different
sources which have varying degrees of accuracy) to improve different models
for river flows and to predict the likelihood of extreme hydrological
events. This type of approach is now adopted in many Earth Sciences, for
example, as a way of combining outputs from different weather or climate
models or as a way of integrating models and opinions for environmental risk
assessment.
Theoretical Development
In the 1980s and through the 1990s, Professor Rodríguez-Iturbe and his
collaborators proceeded to reformulate the theories on the formation of
river basins in a geomorphologic respect (geomorphology is the science of
Earth's surface terrains). Through work that showed that nature transports
water and sediment out of the watershed in the most energy efficient way
possible, he was able to establish equations that, once solved, yielded the
drainage pattern that nature will produce under different climatic and
geologic conditions.
Professor Rodríguez-Iturbe also spearheaded and formulated the mathematical
representation of rainfall as random, active point processes. Because of
this it is now possible to simulate rainfall patterns in time and space over
many years, creating sequences that mimic how nature may behave in the
future and use the results in engineering design or analysis.
Research in Eco-hydrology
Most recently, Professor Rodríguez-Iturbe has defined the concept of
eco-hydrology to explain the interaction of the atmosphere and the hydrology
with plants and soil in a natural system. In-depth studies within this new
field now constitute a new scientific front within hydrology and ecology,
and the results of research in this area will be important for the
understanding of global carbon cycles and climate variation, for example.
An Author, Teacher and Bridge-builder
Professor Rodríguez-Iturbe's passion for teaching is well-known, as is his
dynamic set to solve problems. He is also a distinguished lecturer and
author of many scientific articles and several books. His ability to build
bridges between different scientific disciplines is well-known and he has in
a meritorious way participated in creating understanding and cooperation

The Stockholm Water Prize
The $150,000 Stockholm Water Prize is presented by the Stockholm Water
Foundation for the 12th time. It is awarded to an individual, institution,
organization or company that has made the most substantial contribution to
the preservation, enhancement and availability of the world's water
resources. The Prize recognizes outstanding research, action or education
that increases knowledge of water as a resource and protects its usability
for all life.
His Majesty King Carl XVI Gustaf of Sweden is the patron of the Stockholm
Water Prize and will present the award to Professor Rodríguez-Iturbe at a
ceremony in the Stockholm City Hall on August 15, 2002, during the annual
World Water Week in Stockholm.

Stockholm Water Prize Winner to be Announced March 22
Nomination Period for 2003 Prize Opens in April
The 2002 Stockholm Water Prize Laureate will be announced on March 22, the
international UN World Water Day, during a press conference in the Stockholm
City Hall at 11.00 Central European Time. Shortly after that the
announcement will be placed on http://www.siwi.org/swp/swp.html.
The Stockholm Water Prize Laureate receives USD 150,000 (approximately SEK
1,5 million) along with a glass sculpture. HM King Carl XVI Gustaf of Sweden
hands out the Prize during the World Water Week in Stockholm in August.
The Stockholm Water Prize, an international water prize awarded annually by
the Stockholm Water Foundation, is being presented for the 12th straight
year. It can be awarded to a person, institution, organization or company
that in recent years has contributed significantly to minimizing water
problems in the world.

Literature searches along the lines of "Stochastic rainfall modelling;
Scaling properties of instantaneous rainfields; Kriging; Radar Hydrology"
will probably turn up a wealth of exciting information which could be of use
to you, although much of this will likely be in the context of space-time
rainfields as measured by weather Radar.

This two-day short course will begin with unraveling the complexity of

an assessment of the advances in the design, performance and analysis of
slug tests. The instructors teach a comprehensive array of concepts ranging
from geologic principles to advanced ground water hydraulics. It will
include various field exercises, emerging technology demonstrations and data
analysis exercises using AQTESOLV software. DAY 1: The first day afternoon
workshops focus on practical techniques for improving observational,
interpretive, descriptive, and application of glacial stratigraphy for
hydrogeologic projects. Due to the excellent recovery and resolution of

the conference, and will run concurrently with sessions. During refreshment

STREAM RESTORATION WITH RIPARIAN FOREST BUFFERS: INCREASED SUCCESS
BY REDUCING PLANT COMPETITION AND HERBIVORY.

Riparian forest buffers are often viewed as "best management practice"
for restoring stream ecosystems to a quasi-natural state and preventing
non-point source contaminants from entering them. In eastern North America,
natural forest succession in riparian areas is slower and less certain
than it was historically due to high seedling mortality from herbivory
(deer, rabbits, mice) and competition with foreign invasive plants.
We experimentally assessed seedling survivorship and growth of pin oak,
red oak, white oak, river birch, and red maple trees over a 4-year period
at two riparian sites near the Chester River in Maryland. Seedling stock
(bareroot vs. potted), herbivore protection (tree shelters), and weed control
(herbiciding, mowing, treemats) were tested using a replicated block design
at each site. Seedlings protected by shelters had significantly higher
survivorship (%) and growth (cm) for each species when averaged across
all treatments (avg. all species: 49 vs. 12%; 78 vs. 4 cm). Survivorship
and growth in herbicided plots was significantly higher than for the treemat,
mowing, and control plots (avg. all species w/wo shelters: 57 vs. 40, 14,
13%; 66 vs. 36, 32, 27 cm respectively). No significant difference in survivorship
or growth was observed between bareroot vs. potted seedling stock.

Title: Partnerships in the Geosciences: Involving K-16 Classrooms and the
Public in Geoscience Research
Theme Issue Description: Research partnerships between geoscientists and
K-16 classrooms and the public can be effective tools for increasing
scientific literacy while also providing researchers with access to large
spacio-temporal datasets that would be otherwise unavailable due to limited
labor resources. National and state learning assessments (NRC 1996 and AAAS
1989) emphasize hands-on, inquiry-based approaches consistent with the
approaches of collaborative research partnerships (student-scientist
partnerships). Despite the growth in number of research partnerships in the
geosciences, assessments of data quality and educational effectiveness have
lagged. If the quality of participant data cannot be assured then the
experience may be largely akin to a hands-on lab. If educational outcomes
are not evaluated then impact relative to more traditional approaches will
remain unknown, problems may remain unaddressed, with no benefit, or even
cost, to educational experience. This theme issue will highlight a variety
of geoscience research partnerships, with particular emphasis on methods
for assessing data quality and educational impact. By bringing together
projects across the geosciences, the editors hope to create a dialogue
amongst individuals working in these areas and provide a resource for
researchers and educators interested in developing and implementing
research partnerships in the future.
Submission Guidelines: Submissions should be postmarked by March 1, 2002.
Four copies of the manuscript should be sent to JGE with a cover letter
stating that this is a submission for the Geoscience Research Partnerships
theme issue. There is no official word count for manuscripts, however JGE
manuscripts are typically between 4000-8000 words (5-10 printed pages). An
informative abstract of 200 words or less should be included with all
submissions. The anticipated publication date is January 2003.

Dear Colleagues
In transferring an example from HEC-1 to HEC-HMS, we realized that
HEC-HMS could accommodate spatial location (i.e., latitude and longitude)
for recording raingages while there is no such accommodation in HEC-1.
That would be great to hear from those who have similar experience in this
regard. In particular, can we have a place for spatial location in HEC-1?

Subject: Request for guidance: Fighting non-point pollution/waterborne disease
in
tropical regions (micronesia)
Dear Colleagues:
I hope you do not find this letter an imposition. I am working with villagers
and local
environmental managers in Chuuk State Micronesia towards low cost, equitable,
economically
sustainable and participatory *source water protection* to mitigate mostly
non-point rural
(pigs, humans, etc.) pollution. This is in response to concerns regarding
waterborne
disease. Related to this in terms of mitigating *waterborne disease* (cholera
outbreaks
in recent past), I need to consider similar approaches to *hygiene and
sanitation*. No
malaria, so vector borne should be considered in order to be holistic, but not a
real
problem. Reefs surround, so anything to protect sources should not simply move
problems
onto reefs. These small, mostly high islands are basically sliding boards onto
the reefs.
Essentially sust agr life and village commons mgt. Do you know of anyone you
might
recommend I contact regarding building my knowledge in these areas and
literature (even
educational outreach used in such circumstances in such countries)? We need
practical
stuff in terms of low/no cost approaches to build into our village basin mgt and
community
education. Either way, I am grateful for your time. If interested, the link to
some
preliminary maps, images, etc. is below -- community co-mapping will eventually
be posted
there for sharing, as we also won a grant for GIS capacity building with Chuuk
EPA.
