The other alternative would be to have your friend get a new DVD player that can handle PAL as well as NTSC. I'm pretty sure they are commonly available here...

go to "flle" drop down menu. Go to "save Frame" in the popup give it a name, choose the fromat (say jpeg) and save it to desktop. Then move it in to iPhoto....
