You can't 'import' an outline into another.

But you can do 2 things:

1/ copy nodes from the first outliner using the outliner's copy tool, and
paste them into another outline. For this 2 work, you need the 2 outlines
open at the same time in 2 browser tabs or windows. Only problem that I know
of: the outliner cannot select multiple nodes. To do this efficiently, I
would recommend you move all the nodes you want to copy to a single
embedding node first, then copy the embedding node and paste it to the other
outline in the second tab/window.

2/ create an OPML including link between the second outline and the first
one. In the second outline, select the node you want to link into, then
click the OPML link tool in the outliner bar (with the up-arrow sitting on
top of a chain link). In the linking dialog, enter the url of the first
outline (something like
http://garyduke.ijot.net/firstOutline/firstOutline.opml), then click the
attach button.

You can find the URL of any outline's OPML version buy looking at its
published page: click the white on orange XML button at the top right of the
page.
