Most likely about the idea of KP-ABE ("key-policy attribute-based
encryption") see "Attribute-based encryption for fine-grained access
control of encrypted data" by Goyal, et al.

Also, he could have been talking about "Ciphertext-policy
attribute-based encryption" (CP-ABE). There has been some work done on
this during 2007-08 (see Oakland 2007, a paper by Bethencourt et al. I
believe there's also a paper in ICALP 2008).
Best would be to directly mail Sahai and ask him.
