Hi,
Your question is not clear to me. I write in the assumption that you
have the device has to be control in your office and dont have pc and
you have pc and telephone in home.

In home you add a internal or external modem to your pc and use TAPI to
write interfacing code. In office you should have a rs232 modem
connected to telephone line and the device to be controlled if it is
programable ( this part you have not mentioned what it is). if you have
a non programable device you should have a DSC or Microcontroller in
between your device and modem.
