I have a question I need direction on...

I am going to have a programmer develop a database for me that I want
to resell over & over again, but I don't know which DB to use (not
Access).

We were going to go with MySQL, but they told him that I'd have to
pay for the lisence fee for each person I sell it to & that is just
unacceptable b/c it would increase the cost way too much.

Any suggestions/recommendations?
