Another option, which I've used in the past, is to use a severely
limited WYSIWYG element, allowing only un-styled text or images to be
inserted. That way, it doesn't matter so much what the user puts in
there. It can still be placed within an <h1> tag.

Subject: [intradoc_users] Site Studio 10gR4 "Optional" element values
I'm trying to set up a web site template that various departments can
use.
At the top of the page is a header/banner, where the department site
designer can either place text (which would end up inside of an H1 tag),
or
an image. The site should *preferentially* display the image if both are
available. I'm trying to set just the text as a contributor via my web
browser and I get this error:
Unable to perform the action due to the following reasons:
[HEADERIMG] This field is required.
Is there any way/How do I make an element not be required?
