Heather, we have such an index on our enterprise intranet, we maintain it
manually using HTML (or a wysiwyg cms program) by our internal web team (full
time employes)
Being the manager of the site, one of the most important aspects is to use terms
that make sense to the broader audience. Using IA tactics and excercises can
greatly identify user expecations, and terms.
Even with that said, there may be a need to work with freelance indexers, not
just for maintaince but to do a revamp of the information architecture during a
redesign.
I hope this provides some insight to potential opportunities.
Also, I strongly suggest you obtain some Information Architecture for the Web
resources while going forward, it's a specific skillset I would seek before
looking for an 'indexer'
