no, not any metadata can be "locked" - yet.
Read our Photo Metadata White Paper (http://www.iptc.org/goto?phmdwp2007)
and you will find this issue is listed under "Open Issue" and the IPTC
committed itself to work on a solution for that with the software vendors -
as this can not be done by a standard alone.
