RIF has published six Last Call working drafts [1].

Of particular interest here is RIF Core [2] which defines a language
dialect for exchange of simple rules that can be implemented by both
production rule and logic programming systems.

Since there is a defined relationship to RDF and OWL [3] this provides a
basis for interchange of RDF rules - providing an XML syntax and
associated semantics.
