for some reason when I start the engine the voltage goes up on my cell, even
with the meter on it. The engine is showing some signs of something happening, I
did spark the crank, no timing adjustments have been made yet.

Im thinking about must putting a switch on the electric fuel pump like I did
before. I can adjust the timing from inside the cab while running the vehical.
