Jesper Koll has been researching the Japanese economy since becoming a
resident of Japan in 1986.
Prior to joining Merrill Lynch in August 1999, he was a Managing Director of
Tiger Management L.L.C. and before he was the chief economist and head of
economic and market research for J.P.Morgan in Tokyo. Mr. Koll has been
serving on several Japanese government advisory councils, including the MITI
committee on "Big Bang 2001 - Japan's financial system reform". Recently,
he was a member of the Economic Planning Agency council that deliberates
policy proposals to counter deflation.
For the first two years of his stay in Japan, Mr Koll was a research fellow
at the Kyoto University Economic Research Center and the Tokyo University
Institute for Social Sciences. After that, Mr.Koll served as an aide to a
Japanese Member of Parliament for two years.
Before his Japan specialization, he worked as an assistant economist for the
O.E.C.D. in Paris. He holds a Masters degree from The Johns Hopkins
University, SAIS. He graduated from the Lester B. Pearson College of the
Pacific in 1980. He is a native of Germany and was born in 1961.

Leo Keeley has spent more than 15 years in leadership positions
within the
Japanese IT industry. In his several years with the Dun &
Bradstreet group,
Keeley served in a variety of capacities, including President/CEO
of Dun &
Bradstreet Software Japan and in the same roles with D&B
Technology Asia,
running development and sales operations in Japan, Korea and
Greater China.
He also served as Sales Manager for one of Ernst & Young's
Japanese
divisions.
At the beginning of 1998, Leo Keeley joined Platinum Technology
as
Chairman/President/CEO of their Japanese subsidiary. Keeley and
his team
inherited a 30-person, $6.5 M per year, unprofitable business
and - in
little more than a year - transformed it into a 130-person,
profitable
business with a run rate of $40 million. After Platinum
Technology was
acquired by Computer Associates, Keeley founded Japan InfoTech,
whose role
is to work hands-on with Western IT/web firms to build a solid
presence and
improve results in Japan. Japan InfoTech helps companies solve
operational
problems and build a productive business in Japan without selling

souls to a predator.
Prior to coming to Japan, Keeley played three seasons of

Timothy M. Stearns, PhD
Professor, California State University
Dr. Stearns will discuss how the world economy will be transformed in the next
decade by entrepreneurs. The convergence of new technologies, abundant
information, innovative distribution systems, and increased education have
established a foundation for an economic revolution to be led by entrepreneurs.
What this "New Economy" will look like and how entrepreneurs and large
corporations will co-exist are several of the issues to be addressed.
Professor Stearns has taught, conducted research, and consulted on the subject
of entrepreneurship, corporate restructuring, and management practices for
almost 20 years. He serves on the editorial boards of top journals in the fields
of management and entrepreneurship. Dr. Stearns has co-authored a textbook on
management and is the author of more than 50 research articles and
presentations. He has also taught and lectured on entrepreneurship, strategic
planning and corporate reengineering to public and private sector executives in
Thailand, Poland, Kazakhstan, Sweden, and the Peoples Republic of China. He is
currently developing a world class entrepreneurship center for applied research
and study in the Central Valley of California.
Dr. Stearns has a joint PhD in Management and Sociology from Indiana University.
He currently is Professor of Entrepreneurship at California State University,
Fresno and previously served on the faculty at the University of Wisconsin,
Madison and Marquette University.
Dr. Stearns is President of Kids Invent Toys?, a company he co-founded providing

The first Code-J meeting of the Millenium will be held on January 14th, the=
second Friday of the Millenium.
Our speaker will be Dr. Sam Joseph. He will be speaking about cutting edge =
Artificial Intelligence applications and their use on the Web. Dr. Joseph o=
riginally graduated with a degree in Physics and Astrophysics, receiving the=
Raymond-Hide prize for Astrophysics. This was followed by a Masters Degree=
at Edinburgh University.
Dr. Joseph's Ph.D. studies focussed on Machine Learning with a particular e=
mphasis on Neural Networks and the development of Biological Neural Systems.=
He subsequently moved to Japan under the auspices of a Toshiba Fellowship.=
His current work concerns the integration of AI learning and intelligence i=
nto network computing and web-based applications.
Talk Title: Practical AI Applications on the Web.
Rather than try to summarize his talk, I'll just paste a description in his=
own words.
"For many years AI has been perceived to promise much and deliver little.
Part of the problem has been that AI creations have been operating in the a=
lien environment of the "real" world. The Web provides a platform in which A=
I systems can exhibit their "home-turf advantage" and produce tangible resul=
ts that translate into
real money.
This talk will review some of the key aspects of AI and Information Retriev=
al theory that relate to the Web and present a range of sites that currently=
take advantage of AI tools." Dr. Sam Joseph.

The second Internet Software U.S.A. exhibition and seminar was held on Febr=
uary 18 and 19, 1999 at the U.S. Trade Center in Tokyo. This was the only t=
rade show in Japan dedicated exclusively to promoting American internet-rela=
ted software technologies, and creating market access opportunities for U.S.=
companies. Exhibitors in the two-day event reported receiving more than 23=
0 sales leads from 600 qualified Japanese businesses. In addition, technica=

ICA NEW VENTURES GROUP
The New Ventures Group is a smaller group recently created
within the
ICA whose prime purpose is to provide a support forum for
technology
related start up businesses. We are presenting two events each
month:
an educational-type speaker evening and social networking
evening.
The guiding principle behind the speaker events is the desire to
support the entrepreneur who may be technically savvy but less
knowledgeable about the actual business of setting up and
running a
business. We will be drawing speakers from the fields of
venture
capital, finance, law, accounting, and media, to name just a
few. They
will focus their content on "nuts and bolts" issues, and
important
Lessons Learned supported by case study and real world example.
The
events will be highly interactive, and hopefully will remain
free of
charge with a reservation.
Our social networking events are intended for making contacts
and
building business between all groups with a mutual interest in
new
business start-ups.
ICA INTERNATIONAL COMPUTER ASSOCIATION
The ICA has been around since the early 1970's as a monthly
dinner/
speaker event attended by those who work in computing and IT
technologies. The focus of the organization was on providing a
means
for individuals to gain a better understanding of emerging
technologies
and industry trends. Since the industry itself has undergone
such
massive change and is now a mainstream force impacting the
broadest
reaches of personal and professional life, the ICA has also
shifted its
focus.
The IT revolution and opportunities created by it are as big and
far-reaching as the industrial revolution at the turn of the
last
century. All of us in the IT world in Tokyo have been aware of
this
revolution for a while, and it is a very exciting time to be in
the "IT
game" in Japan. As a group that covers the IT business and
business of
IT in Japan, the ICA is perfectly positioned to flourish over
the next
year and beyond.
The ICA is now no longer just about the specific IT
technologies, but
rather the business of IT in a much larger context. Our events
will
continue to profile new companies, products and services, and
the
people who make a difference. But we will also presenting those
who
have a something to say about the benefits and effect of IT on
business
models and the processes outside of the MIS/IT department. One
such
example will be a greater focus on e-commerce over the next
year. And,
as the `new economy' develops here in Japan, the ICA will
occasionally
present speakers who work outside of the IT industry yet have
worthwhile commentary to add.
The ICA Board hopes our organization will start conversations,
stimulate debates, provoke an occasional argument and bring
like-minded
individuals together. If you come to our meetings and find
something
to apply in your work, something to talk about with your
colleagues,
something to help reframe a problem, something to disagree with,
then
the ICA is succeeding.

Intelligence" by Dr. Hugo de Garis Director, Brain Builder Group ATR Human

Forget the coming great earthquake to Tokyo or California. Forget even the
global warming. The Armageddon story in the new millennium you really want to
watch out for is the Gigadeath Artilect War: A war in which two large groups of
humanity will fight over the development of super intelligent, unpredictable,
highly and rapidly evolving, artificial machines, resulting in 1 billion human
deaths
This is not a cheap copy of the Terminator movie script by some wacky scientist.
Dr. Hugo de Garis http://www.hip.atr.co.jp/~degaris/) is the head of Brain
Builder Group at the ATR Human Information Processing Laboratories in Kyoto and
the designer of the CAM Brain Machine (CBM). He is one of the most respected
and sought after scientists (even by U.S. military intelligence folks) who is
working at the frontier of evoluationary artificial
intelligence. (Selected world press coverage of Dr. de Garis further below.)
The consensus among most leading scientists in the various AI fields, such as
biosilicon, DNA chips, and Cam-Brain Machine (CMB), all admit to the power and
the unpredictability (i.e., non-programmability) of the artificial intellects
(ergo "artilect"). The possible consequences (both positive and negative) of
the developments to come in the next 20 years is very real.
Dr. de Garis chose Japan as his place of research, because he believes that
Japan has the capital and the will to "invest in a major national brain building
project equivalent to the size and energy of NASA." In fact, an NTT lab across
the street from Dr. de Garis' lab will buy the 1st generation CBM for further
research of their own.
The Brain Builder Group's current project goal is to build a billion-neuron
artificial brain by the year 2001. The CAM Brain relies on a special kind of
microprocessor to build its neural network. It uses a major advance in
computing called Field Programmable Gate Arrays (FPGA), which are chips that can
rewire their innards. Unlike transistors etched permanently in the silicon of
normal microchips, the transistors in FPGAs can connect any number of ways after
receiving software instructions.
Ironically, he is also someone who is voicing strong concerns about the
possibility of a gigadeath war (that's 1,073,741,824 deaths for you and me)
that such a technology may trigger.
Come to our December meeting to find out why Dr. de Garis is pushing artificial
intelligence to new frontiers and at the same time is fearful of where it may
lead to.
