Almost all volume license software is licensed that way. For
example, volume license media from Microsoft will let you install Microsoft
Office as many times as you want. If you don’t pay them you are
breaking their rules and the law in the process. I would recommend
putting your effort into a good software usage agreement that clearly states
the limits and penalties for unlicensed use of your software.

So it seems that they are using an honor policy
as there isn't any mechanism to prevent an organization from making copies for
each of their support techs nor even prevent them from being 'shared' with
other companies.
