FWIW, I have found the cause of this error.

The kcamserver.dll component can only be registered if the user has
administrative rights.

As I am logged in as a user with restricted rights for security reasons,
registration of this component failed during install.

Unfortunately, the setup program neither checks for this nor gives any error
message in this situation.

I've used Krinnicam on SP3 (English) without issues, but not for at least a
year (I wasn't even aware I was still subscribed to this list!).

It could be the language, or a more recent update, but otherwise it's down
to your other software and/or drivers. It's not specifically an XP/SP3
problem.
