Since attendance seems to be an issue with the monthly meetings, why not change
to a
quarterly meeting schedule and have "virtual" meetings (e.g., chat rooms) or
online type
meetings like WebEx (if a cheaper alternative exists) to hold discussions
online. It seems
to me that if the meetings were less frequent, perhaps you might get a larger
turn out
when the meetings actually occur.
