At the conclusion of last year W3C Internationalization Workshop the various
aspects discussed in this list were listed, among others, as possible area
of work for a re-chartered W3C I18n Working Group. See the results at

Since, the W3C I18n WG has been in the process of defining its new

Part of the topics interesting ITS are now among the objectives of the W3C

Actually that's one of the items of today's conference call.
I hope this help. There are many good ideas in the examples you pointed too,
and many are very similar to some of the ideas discussed in the XLIFF TC. It
would be probably advantagous for evryone to harmonize common parts at some
point.
