If you network supports it, do it that way. The keywords are a helper if you
can't do efficient hash searching.
Since magnet links were initially written for Gnutella which could do keyword
searches far better than hash searches at that time (this slowly changes, as
clients switch over to using a DHT for hash searches), keyword topics provided
a way to make a search possible anyway (and possibly to do give some more
additional information, for example for filtering magnets or similar).
