You could try topofusion. It has a function to average tracklogs. You could import the roads as tracks and then have topofusion average them out.

Ack! That's worse than I thought! What a mess. The roads don't even have names. There isn't even a 1:1 correspondence between one side of a road and another -

I know how I would do it - but I have the advantage of being able to program up what I want... What format are the lines in? Is each line a separate line? Or
