Dear Mohamad,
The U.S. Department of Justice has launched an investigation for
allegedly discriminating against limited English proficient
Hispanics. The investigation. is in response to a complaint that .non-
English speakers, specifically Hispanics, received unequal treatment
based on their country of origin."
This headline recently greeted one large agency, as it faced a
significant federal investigation of its compliance with Title VI of
the Civil Rights Act of 1964.
If you are a hospital, clinic, ambulance, EMT department, or other
provider of health care services and receive federal money, grants,
subsidies or virtually any type of U.S. government assistance, Title
VI applies to you. This law prohibits federal financial assistance
recipients from discrimination in their subsidized programs or
activities based on race, color, or national origin. According to the
United States Supreme Court, language-based discrimination equates
with national origin discrimination.
