Are you sure you have the correct LED in the corrct place in the circuit?
could you have the charge LED and the power LED mixed up? I would double
check all your wiring with the schematic. It sounds like something is wired
wrong but I am not sure what. Does the robot work? Does the red LED only
come on when its charging?

Hi
I have tried anoter siwtch. But the same problem remains.
When turning the switch off a 3V pass to the red led and It lights
but when turning it ON a 5 volts pass to the led. I don't know what
is the problem. Is it from the kit itself??

Your power switch is probably broken and because its on all the time the batteries never charge. replace the power switch and it should work fine after an all...
