The scientists cc above are most closely involved with our previous
overtures to the California Energy Commission on the new-energy technologies
to replace nuclear and fossil fuel power, starting with personal visit to
Gov. Davis' office and CEC dropping off materials and trying to open a
dialog on this issue, and with additional submissions posted and publicly
archived at http://groups.yahoo.com/group/new-energy-solutions
Drs. Wood and O'Leary and Hal Fox took part in that personal visit August 1,
2001. The CA "Energy Czar", we were told by the governor's staff that Dr.
David Freeman, was at that time the chief energy advisor to Gov. Davis and
he soon thereafter became the interim head of the newly formed California
Power Authority with purpose of resolving CA energy crisis and long term
needs/costs problems. On the steps of the Capitol after our visit to the
Governor's office Brian told me that he and David Freeman knew each other
from the Congressional energy crisis hearings in the 70's when Freeman
testified to these hearings convened by Rep. Morris Udall when Brian was
Udall's lead science and energy advisor helping conduct these energy crisis
hearings. I was able to arrange an appointment in the following weeks with
Freeman to meet with O'Leary to discuss how best to procede on this new
energy tech issue given the federal government's dual-use secrecy
restrictions on them as discussed with FOIA documentation of secrecy law in
Jeane Manning's book, The Coming Energy Revolution (Avery publishing), a
copy of which I left at Governor's office and CEC that day.
Dr. Freeman's office cancelled their meeting a few days before it was to
take place without any explanation but assumedly due to his new intense
focus on the power authority organizing. Recently I tried again in my
blunderbuss way to get such meeting happening and Alden Bryant went to Sacto
a month or so ago to meet with O'Leary for the first time on all this.
Alden's phone calls to Freeman's office were unsuccessful in getting that
meeting rescheduled and he said the info he picked up from talking to folks
in the know is that Freeman is "too beholding to the energy industry" to
take this matter as seriously as he should to brief Governor Davis about the
availability status of these new energy technologies.
All this is in the face of the growing recall effort against Gov. Davis
because of his mishandling of the energy crisis in CA. I do not believe
that Gov. Davis has been properly briefed on this matter by his energy
advisors, CEC, etc., and I do believe strongly that if he were made aware of
what O'Leary knows, he would hold a major press conference on this issue to
show he has come up with something promising for CA energy and he should
take the lead in getting the Feds to relax secrecy on this new science as
per Dr. Wood's continuing efforts in this area. Dr. Wood is a certified
electrical engineer in CA still and offered to certify a power plant with
such technologies back when I last sent in iput to CA energy authorities
earlier this year about retrofitting the Mojave power plant on colorado
river with such device, as proposed in 1989 by Adam Trombly, so that the
coal from Arizona's Black Mesa need no longer be burned in that plant after
water slurry transport hundreds of miles from the Navajo-Hopi area.
All these overtures got no response whatsoever from CA energy authorities
other than a terse email from Freeman saying to send info to CEC.
To me, this all adds up to a major news story for the media in Sacto area.
I think we should go around the energy advisors and go directly to the
Governor's office on this apparent dereliction of duty by CA energy
authorities in fully informing our Governor. Unless we can get
confirmation from Gov. Davis' office to effect that they know such new
energy tech is available but ordered secret by the feds and there is nothing
they can do about it.
I left a phone message for Dr. O'Leary (530-478-1962) on this matter this
morning and urge him to come testify July 23 at CEC hearing with you. If he
agrees and lets me know, I will be sure that news media interview him on
that occasion. In any case, I am asking my energy science network of
collaborators, some also bcc above, to send their relevant info offering by
email in time for it to be printed and delivered with your or O'Leary's
public input oral comments July 23. These info offerings will also be
archived at the public list set up for such input to CEC and CA energy
authorities on Aug.7, 2001, which includes reference to other sites
containing copious such new energy science input since 1998 to US DOE which
has produced some results, eg, the DOE national labs verification of "cold
fusion" effects about six months or so ago, and the general situation now
where DOE has some deeper level of awareness about these new energy techs
(eg, David Hamilton of DOE has participated in conferences on this topic in
DC, such as those of organized by former US Patent Office Examiner Thomas
Valone who says there are 4,000 patents in a vault at patent office ordered
secret under these laws, at least some of which are these new enregy
technologies to replace nuclear and fossil fuel power

Becdash, from Jack Herer's office, will be joining me tomorrow walk to see
S. Brian Willson and Yusef is going to India ahead of the walk to spread the
word after taking part in Aug24 start of walk from La Paz. Certainly
Governor Davis will want to offer his message to be carried by the walk.

Well, I may do your project more harm than good! You mention the Governor's
energy advisors so it is important to me that you review this

In particular, view their "AB 2076 Recommendations" and then look in the
public comments page to find my last testimony. You will notice they
completely ignore me. These folks have their own ideas and are not very open
to an oddball like me! As a matter of fact, I am having a heck of a time
convincing folks in general that Conservation is the real answer to our
energy woes, and I believe we must focus on getting that important concept
adopted on a much larger scale than it is now. I refer you to my Drive 55
Conservation Project website at www.drive55.org - please note how many have
"Taken the Pledge" so far. The final hearings are July 23rd at CEC and July
24th & 25th at ARB.
Anyway, back to the topic. You may use my name (if you still want to AFTER
reviewing the requested material) and contact information. Did you know that
there is a small park in the center of town dedicated to Cesar Chavez ? They
have a regular Farmers Market there nearly every day if I recall correctly.
The Capital itself has been converted from a public place into a fortress
with police cars parked on the steps 24/7, entrances all controlled entry
with metal detector stations, concrete barriers and hoards of cops.
Nevertheless, I do know the process to obtain a permit to conduct a peaceful
gathering and could do so.
It seems to me the project should have its own website (not yahoo). Can we
have some feedback from these other folks in the CC field - will they join
up and support this work, and would you like me to build up a dedicated
website with its own calendar system, articles editor, forum and so forth?
If so, vote with your suggestions for domain names and I'll take it from
there.

What I need to begin with, if you can, is use of your name and contact info
as Sacto coordinator for the Silk Road Peace March so I can put it out and
those in your area who want to help can have a central person to network
with etc. We should be able to get high level connection to Gov.Davis
through his energy advisors, of if not via direct overture to his office,
especially because of how they have dropped the ball on the new energy tech
and hemp for energy info we gave them over a year ago with no substantive
response and now Davis faces recall effort. We can really use that to get
media coverage very quickly now in your area if you can be the anchorman
there.
The theme of this walk, ie, California offering the world what it has gained
and learned (as the symbolic "end" of the "silk road" from Europe across
America from our east and Japan/Asia from our west), towards helping to
create a sustainable global culture of peace while promoting California and
its industry, commerce, etc., along the way of the walk around the world on
the net and physically.
I believe from my experiences with dealing with so many mayor, governors,
etc., to get their support letters and proclamations for the Global Peace
Walk in 1995 and 2000, that Gov. Davis will be very happy to greet the walk
on arrival to Sacto and offer his message for it to carry around the world.
This could turn it around for him on this recall thing real quick by him
simply saying something like, "I look forward to what info the walk brings
back from Paramahamsa Tewari in India" or something like that.
Dr. Brian O'Leary lives near Sacto and has said he is available to help. He
knows David Freeman (Davis' energy czar) from energy hearings in congress in
the 70's when O'Leary was top science guy for Rep. Udall who conducted those
energy crisis hearings.
Also Alden Bryant has recently met with O'Leary up there in Sacto and Alden
has a relationship of sorts with President Bush's chief of staff Andrew Card
who faxed a bunch to a couple months ago, since Alden was main initiative
personality behind UN climate treaty of 1992 and now working on current such
effort including O'Leary's collaboration and support of both of them for
hemp to save the trees, biofuels, etc., to address global climate
stabilization.
