Absolutely. What I'd like to see is not only a recommendation to use
signal, but also a candidate controlled vocabulary to facilitate
interchange.
My investigations so far suggest PA might want 3 different signals of
this kind:
pkgsig:new The newsItem is newly added to the package this
time
pkgsig:moved The newsItem was previously in the package but in a
different position
pkgsig:edited The newsItem was previously in the package but has been
changed since the last time the package was published
'moved' and 'edited' could of course be used together for the same item.
