I just posted a response to this over on the nntp//rss forums:

Basically, nntp//rss does not yet support the NEWNEWS command -
however I strongly believe that using nntp//rss to enable MS
Exchange for RSS feeds is a great use case, and will look at getting
this into a future release. Would you be interested in helping out
with testing?
