I think I fixed the Desk Top image known as Wallpaper/Background. When I chose A new Picture it was already centered just like Classic Mail BUT I was using Outlook Express. When the Computer was turning off it went to "Tile" which I hardly use. It was suppose to change as I used "Stretch" "Center" etc. I even messed around with the "Themes" like different styles Windows XP etc. and nothing worked. 2 times I did see multiple images on "Properties" and finally on one I was able to get it to "Center" and when i turned on the Computer today it seemed OK at least for now. I know know how it got out of sync. It used to do OK when I used "Classic Mail" it stayed where I left it the time before. "New Mail" makes things go to "Tile" or "Stretch" if the Picture is not A certain size it changes automaticly. When I get my "Norton's 360" and with "
IE 8" maybe I can stay on "Classic Mail" without "Error 999" showing up.
