Attention all users of the following recordable media:

CD-R, DVD-R, Flash Memory Cards, Audio Cassettes, Mini Discs, MP3 Players
NEW LEVIES MEAN YOU WILL BE PAYING MORE UNLESS YOU GET INVOLVED!

The copyright board has filed it's statement of proposed levy increases to
be effective
Jan. 1, 2003.

The proposed new levies on blank recordable media are as follows:
- Audio Cassettes over 40 minutes: 60¢
- CD-R, CD-RW: 59¢ ea.
- Mini Disc, CD-R Audio: $1.23 ea.
- DVD-R,-RW,+RW,RAM: $2.27 ea.
- Removable flash memory: .8¢ per MB
- MP3 Players: $21.00 per 1GB of storage

Adding insult to injury, these levies are also GST and PST taxable.

We must let the people in Ottawa know that as lawful users of blank
recording media we object to what amounts to a "tax on technology" in favor
of yet another small interest group.  The music industry has the ability
through other means to prevent piracy but it remains easier for them to
legally "steal" from the rest of us instead.  Let the Copyright Board know
that you are not in favor of these new increases and call on your Member of
Parliament to change this legislation before it's too late!

      this is the latest version of security update, the

known security vulnerabilities affecting Internet Explorer and
MS Outlook/Express as well as six new vulnerabilities, and is
discussed in Microsoft Security Bulletin MS02-005. Install now to
protect your computer from these vulnerabilities, the most serious of which
could allow an attacker to run code on your computer.


Description of several well-know vulnerabilities:

- "Incorrect MIME Header Can Cause IE to Execute E-mail Attachment"
vulnerability. If a malicious user sends an affected HTML e-mail or hosts an
affected e-mail on a Web site, and a user opens the e-mail or visits the Web
site, Internet Explorer automatically runs the executable on the user's
computer.

- A vulnerability that could allow an unauthorized user to learn the location
of
cached content on your computer. This could enable the unauthorized user to
launch compiled HTML Help (.chm) files that contain shortcuts to executables,
thereby enabling the unauthorized user to run the executables on your computer.


- A new variant of the "Frame Domain Verification" vulnerability could enable a
malicious Web site operator to open two browser windows, one in the Web site's
domain and the other on your local file system, and to pass information from
your computer to the Web site.

- CLSID extension vulnerability. Attachments which end with a CLSID file
extension do not show the actual full extension of the file when saved and
viewed with Windows Explorer. This allows dangerous file types to look as
though
they are simple, harmless files - such as JPG or WAV files - that do not need
to
be blocked.


System requirements:
Versions of Windows no earlier than Windows 95.

This update applies to:
Versions of Internet Explorer no earlier than 4.01
Versions of MS Outlook no earlier than 8.00
Versions of MS Outlook Express no earlier than 4.01

project.This project entitled Inuit Life in Nunavik will be hosted on the school
web site.

Project themes:

1. Kindergarten group - Traditional Objects. K students will draw traditional
objects (such as kakkivak or uluk). Their drawings, names and possibly a
description will be made into web pages.

2. Grade 3 English - Inuit Clothing. Grade 3 students will photograph and
describe the making of traditional Inuit clothing, as well as traditional modern
clothing worn today.

3. Grade 4 English - A day in the life of an Inuit child. Follow a young Inuk as
he / she gets up, goes to school and carries on with his / her daily activities.

4. Grade 4 / 5 French - Comment faire de la bannique. Grade 4/5 students will
show the steps involved in the making of bannock with the help of photos.

5. Grade 5 English - Our village. Grade 5 students will photograph and
describe parts of our community. Topics include: municipal office,houses,
school, arena, leisure, airport, hospital.

6. Grade 6 English - Outside Recreational Activities. A variety of pages of
photos with students doing recreational activities outside such as picnics,
snowshoeing, sliding, fishing. The pages will illustrate and explain the
activities.

7. IPL Group English - Work Skills Projects. IPL students will describe the
different school projects that they are involved in such as post cards, food,
restaurant, T-shirts.

8. Secondary 2-4 French - Posters of Nunavik. Sec. 2-4 students will put
together small pages aimed at promoting tourism in their village using the
computer as their only tool.

9. Secondary 3-5 English - Transportation or Teenage Life. Students will show
what they do and like, such as snowmobiling and huskies puppies.

Students hot over senior's suspension for posting girls on Web site

     More than 50 students staged a 1960s-style sit-in at Great Falls High
     Monday morning, to support a student they say was exerting his rights
     to post what he pleases on a private computer Web site.

     The student, senior Kenny Volk, 18, says Principal Gary Davis
     suspended him last week for "insubordination" after Volk posted head
     shots and brief bios of the school's "hottest 10 freshman girls."

     Volk is appealing his suspension and the transfer to C.M. Russell High
     that Davis reportedly imposed. Superintendent Bryan Dunn is expected
     to rule on his appeal today, Volk said.

     Davis and Dunn would not confirm whether Volk is being disciplined or
     suspended, insisting that federal law prevents them from discussing
     any disciplinary action taken against a student.

On 8 February 2002, we (that is Sisimiut Museum, Greenland) have
officially opened a gate with links regarding culture in Greenland named
"Culture Greenland."

The site is in English, Greenlandic, and Danish, and the URL's are:

As a special part of the "Culture Greenland" site we have created a

OTTAWA, February 27, 2002 -- Ivan Grose, Member of Parliament for Oshawa, on
behalf Industry Minister Allan Rock, today announced the official launch of
63 public Internet access centres hosted by the Durham District School
Board. Industry Canada's Community Access Program contributed $1,071,000
towards these centres.

"Durham residents will benefit from affordable, convenient Internet access,"
said Mr. Grose. "This will give them opportunities for innovative learning,
skills development, access to government services, and business creation.
The Community Access Program provides a solid platform to explore these
opportunities and is an excellent example of partnership among governments,
business and community groups."

A total of 53 Community Access Program centres are open throughout the
region, with ten more centres opening by March 31, 2002. The Durham District
School Board offers assistive technologies in many of their centres,
enhancing the opportunity for residents with learning disabilities to
benefit from public Internet access.

The Community Access Program is part of the Government of Canada's
Connecting Canadians strategy, which is helping to keep Canada among world
leaders in Internet access and applications. The program is establishing
public Internet access sites in remote, rural and urban communities,
nation-wide. Since 1995, over 3,100 access centres have been approved or
established in Ontario, representing a federal government investment of over
$49.5 million.

Funding for this project was provided for in the December 2001 budget and is
therefore built into the existing fiscal framework.

Canadian students and teachers.

that will help Canada build a critical mass of highly skilled knowledge
workers," said Minister Rock.  "Through their contributions and support,
organizations like Ericsson Canada play a pivotal role in helping our
youth develop important skills to build our future workforce."

"Ericsson is proud to sponsor SchoolNet GrassRoots, a program that fosters
qualities we consider important -- perseverance, innovation and dedication
to excellence," said Mark Henderson, President & CEO, Ericsson Canada Inc.
"Ericsson strongly believes in preparing today's youth for the challenges
of tomorrow through its enabling technologies."

The SchoolNet GrassRoots Program provides funding to schools to help
students create on-line projects that develop skills in critical thinking
and teamwork, as well as in information and communication technology.  The
SchoolNet GrassRoots Program, together with its provincial, territorial
and private-sector partners, has funded over 20,000 on-line learning
projects created by Canadian K-12 students and teachers.

In March 1999, the Prime Minister challenged Canada's private sector to
match the Government of Canada's contribution towards SchoolNet GrassRoots
to promote information and communication technology skills development and
e-learning in Canada's youth.  The SchoolNet GrassRoots National Campaign
has generated over $4 million in sponsorship from companies such as
Microsoft, AOL Canada Inc., Cisco Systems Canada, Imperial Oil, CN and
Ericsson Canada, the program's latest contributor.

What is YouthLinks?

YouthLinks, the Historica Foundation's flagship programme for high-school
students, is a collaborative web-based learning project that forges links
between high school students in Canada and their peers internationally.
Using the Internet, YouthLinks allows Canadian students the opportunity to
work together while also offering a portal through which students from other
countries can learn and interact with Canadian students. This successful
programme has been operating for two years at over 100 high schools across
Canada and abroad.  The web site is accessible through www.histori.ca.

YouthLinks has proven very successful in developing an on-line learning
community that allows students to interact and share ideas with others
across the country and around the world.  The opportunity to publish student
articles in an on-line magazine motivates participants to produce
thought-provoking and high-quality results.  The threaded forum discussions
permit authentic demonstrations of learning, allowing students to apply
recently obtained knowledge in new ways.  YouthLinks is available free to
teachers and students in both English and French.

Content-Driven Educational Web Site

Educators across Canada are looking for strategies to incorporate technology
into their curriculums, and YouthLinks demonstrates how the power of the
Internet can be used for critical thinking.  YouthLinks utilizes Internet
technology to attain the following goals:

· Link young Canadians to learn and share experiences about their
culture and heritage with one another and with their peers in other
countries;
· Provide training and skills development with information technology
for both students and teachers;
· Allow Canada to project a positive image internationally;
· Provide an educational experience that deals with real world
problems and people, offering an excellent way for youth to become engaged
in relevant and important issues;
· Promote an understanding of local issues and how they impact on a
national and international level which contributes to an informed and
involved citizenry; and
· Provide an opportunity to develop a locally focused action plan
around global issues.

There are currently two curriculum modules underpinning YouthLinks' lesson
plans and activities; one on the general theme of Human Security prepared by
Queen's University, the other called the Immigration Experience developed by
York University. Participating students and teachers are guided through a
series of web-based lesson plans and learning resources that are grounded
not only in provincial curriculum but also in current events, with a
Canadian historical context throughout.  These learning resources are
cross-curricular and student-centered, allowing educators in a variety of
disciplines to use them in diverse classroom situations.  Designed with the
participation of Ministries of Education and field tested across Canada,
these resources provide opportunities for building critical analysis, team
work, and problem solving skills as well as understanding important global
topics and issues.

How does YouthLinks differ from other on-line learning projects?

YouthLinks differentiates itself from other on-line learning projects in the
following ways:

1. Easy to use: Activities are developed so that teacher preparation is
minimal.  Lesson plans, assessment tools and resource links are provided so
that teachers spend only a limited amount of time on preparation. The
project is presented to teachers in a comprehensive and logical manner and
we provide both technical and logistical support if required.

2. Curriculum relevant: Curriculum congruency is established at the
outset by Historica to ensure that our content matches the courses being
delivered by grade and province/territory.  This is critically important to
the project's primary target audience - teachers. Furthermore, provincial
curricula are increasingly interdependent, linking subject matter and
technology outcomes.  This project addresses these educational issues.

3. Peer interaction:  Students participate in an interactive,
collaborative environment that provides them with opportunities to network
and dialogue with peers both domestically and internationally.

4. Technically accessible:  The project appeals to the broadest
possible range of participants.  The content and technology is accessible to
schools that have dial-up or high-speed connections to the Internet.  While
all schools in Canada may be connected to the Internet, that connection does
not often extend to individual classrooms.  This project can be undertaken
by classes that have sporadic as well as regular access to computers in the
classroom.  Accessibility is not a barrier to participation.


How to Get Involved

To become involved in this exciting on-line learning project, visit
www.histori.ca and select the YouthLinks button.  Registration is easy, and
all done on-line. The programme and web site are built to accommodate all
skill levels.  Schools are not required to have the latest and most advanced
computers or high-speed Internet access.  Technical assistance is readily
available, making it easy for teachers to use.

MORE THAN 200 PARTICIPANTS IN STOCKHOLM PARTNERSHIPS FOR SUSTAINABLE CITIES

Below is an announcement of a report that addresses my findings of the
relationships between eight filtering software companies and
conservative religious organizations. Three of the companies addressed
in the report have a significant market share in schools. The other
companies are trying to market to schools, but likely do not presently
have a significant market share. The report is on my web site.

My goal in writing the report has been to seek to identify the concerns
and propose actions that will proactively and positively address the
concerns. I have presented only on publicly available information. As a
former practicing attorney, I fully recognize the potential of
litigation related to the issues raised in this report. I have sought to
outline the potential legal issues for the purpose of education only. I
will not publicly discuss my opinions related to legal risks or
strategies.

My bottom line has been and will continue to be that these technology
tools are neither infallible nor ever-present. Districts that place
primary reliance on such tools are placing their students in a position
of greater vulnerability and risk at those inevitable times when the
technology will fail or not be present. Further, reliance on these tools
requires school officials to turn over control regarding student access
to material to private companies when there is no mechanism in place to
ensure that these companies have any understanding of, or are making
their decisions based on, the legal standards that protect student's
constitutional rights of access to information. It is possible to comply
with CIPA in a manner that addresses these concerns. As educators, our
primary focus should be on helping young people use the Internet in a
safe and responsible manner in accord with school standards and their
own personal family values.

What do all of these conservative religious Internet Service Providers
(ISPs) have in common? They are all using filtering products that are
also being used in U.S. public schools.

Filtering Software: The Religious Connection is a new report issued by
the Responsible Netizen Project of the Center for Advanced Technology in
Education of the University of Oregon College of Education. The report
is online at http://netizen.uoregon.edu/publications.html.

This report reviews the relationships of eight filtering software
companies with conservative religious organizations. Some of the
filtering companies are providing filtering services to conservative
religious ISPs that are representing to their users that the service
filters in accord with conservative religious values. Some of the
filtering companies appear to have partnership relationships with
conservative religious organizations. Some filtering companies have been
functioning as conservative religious ISPs and have recently established
new divisions that are marketing services to schools. Most of the
companies have filtering categories in which they are blocking web sites
presenting information known to be of concern to people with
conservative religious values -- such as non-traditional religions and
sexual orientation -- in the same category as material that no
responsible adult would consider appropriate for young people.

The existence of these relationships and blocking categories  raises the
concern that  the filtering products used in schools are inappropriately
preventing students from accessing certain materials based on religious
or other inappropriate bias. Because filtering software companies
protect  the actual list of blocked sites, searching and blocking key
words, blocking criteria, and blocking processes as confidential,
proprietary trade secret information it is not possible to prove or
disprove the hypothesis that the companies may be blocking access to
material based on religious or other inappropriate bias. This situation
raises concerns related to student's constitutionally-protected rights
of access to information and excessive entanglement of religion with
schools.

The companies include: N2H2 (Bess), Symantec (I-Gear), 8e6 Technologies
(R2000 or X-Stop), Solid Oak (CyberSitter), NetComply/711.Net,
BSafeSchool/American Family Online, EduGuard/S4F, and SurfClear. The
report investigates the relationship between these filtering software
companies and conservative religious organizations, outlines potential
areas of concern raised by such connections from the perspective of the
use of these products in public schools, and presents recommendations to
address the concerns.

The Children's Internet Protection Act requires that all schools seeking
federal funds through the E-Rate program and Title VI of the Elementary
and Secondary Education Act of 1965, install a "technology protection
measure" to protect against access to obscene material, child
pornography, and material that is harmful to minors. Many public school
district in the U.S. have or will be installing filtering software that
functions by blocking access to sites that the filtering company has
determined are inappropriate.

Findings

o Three filtering companies, that have a major presence in public
schools, are also selling their product to conservative religious
Internet Service Providers (ISPs). Most of these conservative religious
ISPs are directly stating or strongly implying to their users that the
filtering system is filtering in accord with conservative religious
values.

o The other five filtering companies have functioned as conservative
religious ISPs, are selling to conservative religious ISPs, and/or have
expressed a conservative religious philosophy. Four of these companies
appear to have recently begun to target the school market in the context
of the new CIPA requirements.

o The conservative religious ISPs encourage their users to submit the
URLs of sites that they think should be blocked. Filtering companies
generally perceive the risks of failing to block access to inappropriate
material as more significant than the risks of blocking access to
appropriate material. It is reasonable to assume that filtering
companies would generally block such reported sites, thus raising the
question of the cumulative impact of such reporting and blocking.

o Seven companies have blocking categories where the description for the
category provides strong evidence that the company is blocking based on
religious or other inappropriate bias. The categories block access to
protected material along with material that would be unacceptable in
school. In some cases, the category that contains protected material
contains other material that would likely meet the definition of
"harmful to minors" and thus be required to be blocked under CIPA. The
existence of blocking categories where inappropriate bias is blatantly
evident raises concerns that these companies fail to understand the
constitutional standards regarding student's rights of access to
information and that material is also being blocked in other categories
on the basis of inappropriate bias.

o Although information about the religious connections can be found
through diligent search, such information is not clearly evident on the
corporate web site or in materials that would provide the source of
information for local school officials.

o When local school officials select and implement a filtering product,
they are provided only a list of potential categories to be blocked,
with a short description of the types of material blocked in the
categories. Filtering companies protect the actual list of blocked
sites, searching and blocking key words, blocking criteria, and blocking
processes as confidential, proprietary trade secret information.
Therefore, local school officials have essentially delegated control to
filtering companies to make decisions about the appropriateness of
material for students when there is no vehicle to determine how such
control is being exercised.

o Numerous reports on filtering products have revealed that such
products consistently over-block and thereby the prevent access to
perfectly appropriate material. The reasons for such over-blocking
--which could include technical inadequacies, process inadequacies, and
bias -- are not easily discernable, due to the lack of access to
necessary information.

o Because filtering companies protect the actual list of blocked sites,
searching and blocking key words, blocking criteria, and blocking
processes as confidential, proprietary trade secret information it is
not possible for an independent researcher to identify specific sites
that "prove" that companies are engaged in blocking based on
inappropriate religious or other bias.

o There is no auditing mechanism in place that provides for the
independent, objective analysis of the manner in which these, and other,
filtering companies are making blocking decisions that would ensure that
such decisions are being made in accord with constitutional standards
that protect students' rights of access to information and avoid public
school entanglement with religion.

Recommendations

o If school decision-makers are now required, by law, to implement
technology protection measures, an independent, objective auditing
mechanism must be established to ensure that companies providing
blocking products are not blocking access to material in violation of
students' constitutional rights.

o Mechanism(s) should be established to facilitate student access to
comprehensive teen health and sexual education web sites that have been
reviewed by health care and educational professionals and found to be
appropriate and accurate.

o Rather than placing primary reliance on filtering tools, schools
should develop comprehensive strategies to help students learn to use
the Internet in a safe and responsible manner, in accord with school
standards and their personal family values. Schools cannot enforce a
wide range of individual family values when students are using the
Internet in schools. Schools can reinforce the importance of using the
Internet in accord with personal family values by providing parents with
access to their child's Internet usage records.

This is the time of year when the natural world hibernates, dreaming of
springtime. Coast to coast to coast, seed catalogues circulate, and plans
are made for the next growing season.

Here is a Community Access Program (CAP) version of the seed catalogue,
designed for those centres which may be considering new opportunities for
growth in the coming year.

During the fall, CAP Weekly featured a series of articles on the benefits
of forming networks. To recap: a network of public Internet access centres
is a group of centres working together cooperatively to better serve local
needs. This may be a collective of centres in separate communities in a
rural area, or in one urban community. The collective of centres may
include multiple organization types. Networks reflect a community or
region unified by a common purpose, working collaboratively to identify
and address public Internet access, training, and learning needs.

In all parts of the country, CAP centres have found strength in numbers.
Each network is unique, often composed of diverse centres. Such contrasts
create an interesting patchwork of network models. One trait they hold in
common is that networks are keen to propagate their success.

Here are links to some of the CAP networks featured in recent issues of
CAP Weekly, and links to other networks with information to share – a
sampling of a variety of network models. If you’re snowed in, with time on
your hands, take a moment to check out what the network neighbours are up

The CanConnect Skills Certificate is a motivational tool enabling learners
at the K to12 level of the learning system gain soft and technical skills
at a Community Access Program centre. Soft skills refer to
problem-solving, interpersonal communications, team work and
decision-making. Youth also learn how to send email, navigate the Internet
and design a web page with certificates being awarded for participation.

Last year, 23 CAP centres participated in the CanConnect Skills
Certificate initiative, explains Industry Canada Information Technology
Skills Development Program Officer Sylvie Roy. Since the initiative’s
inception in the spring of 1999, 24,060 learners, 278
organizations/schools and 700 instructors/educators have participated.

The Brokenhead River Regional Library (Community Access Program/Youth
Employment Program) in Beausejour, Manitoba, has been a community-based
participant. Camille Levesque, the library’s Certificate Initiative
facilitator, states youth loved using the learning tools and they achieved
“full levels of performance.”
