re guidelines for moderators it could be useful for you to read this article by
Patrick O'Keefe: Develop Effective Forum Leadership as it talks about managing
moderators including what sort of guidelines and guidance they need:

It can also be useful to have a set of 'contact templates' - basically templates
for contacting members who break the rules, or who need to educated about
certain things. It's often easier to have pre-agreed messages so you don't
depend on moderators, especially new ones, finding the right 'tone'.
