Is the input tape NL or SL?
If it's SL, LABEL=(1,BLP) won't work. That just
positions the tape at the first tape mark, after the
volser and header labels. Code LABEL=(2,BLP) to
access the data. In BLP all tape marks are treated as
labels themselves. And to read any stacked labels,
you have to increment the label number by three
because there are two tape marks between each file.
(And if the tape is SL, why are you using BLP anyway?)
Oh, and I hope you know the file's DCB because you're
going to have to hardcode it in your JCL.

Steve
