If you intend to submit a proposal to NASA in response to any NASA Research
Announcement (NRA) or Announcement of Opportunity (AO) including any of the
60 program elements in ROSES-2005 (formally the NRA titled "Research
Opportunities in Space and Earth Sciences") then please note the following.
NASA has updated its proposal submission and evaluation management software
to a system we call NSPIRES (replacing our outdated SYS-EYFUS system). In
order to submit a proposal to NASA (a) you must register as an NSPIRES
user, (b) your organization must register as an NSPIRES organization, and
(c) you must successfully affiliate your user registration with your
organization's registration within NSPIRES. Two other items of importance
to note are (d) the required electronic proposal cover page / proposal
summary / budget summary for all proposals is now submitted by the
organization not by the principal investigator, therefore organization
registration is required prior to the submission of any proposal, and (e)
all co-investigators and other identified proposal team members must
register as NSPIRES users, but they are not required to affiliate with a
registered organization -- only principal investigators are required to
affiliate with a registered organization prior to the submission of a proposal.
To register, either as a user or as an organization, go to
http://nspires.nasaprs.com. A help desk is available at the NSPIRES web
site. It takes time to activate an organizational registration -- do not
wait until the proposal due date to initiate this process. For questions
