ROSES-2005, Clarification: Hard Copy Proposal Submission   Message List

Clarification: Proposals submitted to NASA for most (but not all) ROSES
program elements must be submitted in hard copy.

All proposers to ROSES 2005 program elements with due dates prior to June
3, 2005, including the Mars Fundamental Research Program (MFRP), are
reminded that these solicitations require proposals to be submitted in full
hard copy only (15 copies plus signed original). Only the Proposal Cover
Page - just like in previous years - is required to be submitted
electronically via NSPIRES. After submission, this Proposal Cover Page
must be printed and included in the hard copy submission. Please refer to
Section 2.3 of the Guidebook for Proposers 2004 for a list of constituent
parts of a proposal - this list is still correct for 2005
submissions. Only the Proposal Cover Page, including the Budget Summary,
should be submitted electronically via NSPIRES. All other constituent
parts of the proposal must be included in every full hard copy of the
proposal submitted to NASA by the proposal due date.

Any documents other than the Proposal Cover Page that have been uploaded
into NSPIRES will be ignored, so please ensure that your proposals are
complete in hard copy. Any proposals already received at NASA Peer Review
Services and found not to be complete will be treated on a case by case basis.

The only program elements in ROSES 2005 requiring all electronic proposal
submission are:
--- Sample Return Laboratory Instruments And Data Analysis (Appendix B.6) -
due date 6/3/05
--- Near Earth Objects Observations (Appendix B.9) - due date 6/3/05
--- Earth Surface And Interior (Appendix A.15) - due date 7/27/05
--- Astrobiology: Exobiology And Evolutionary Biology (Appendix B.12) - due
date 8/5/05

Note that every program element in ROSES 2005 concludes with a section
titled "Summary of Key Information." This section clearly and
unambiguously states the submission medium and number of copies for that
program element.

Proposers having questions or difficulties with the budget section of the
Proposal Cover Page are advised to contact the NSPIRES Help Desk. All
proposers are reminded that reviewers will be advised to focus, not on the
Proposal Cover Page, which is mainly used for proposal review management
and administration, but on the complete body of the hard copy proposal,
including the budget justification.

addressed to the Program Officer for that program element; the Program
Officer is identified in the "Summary of Key Information" in each program
