This discussion, though triggered through
my initial message, seems to be taking a different turn.
I had not inquired about the contact because
of governance related matters.
We are an academic/research center and have
been working on Urdu Domain names for some time now, e.g. see the paper on Urdu
Domain Names at http://www.crulp.org/research/papers.htm
which was presented at INMIC 2006. We would like to see domain names in local
languages supported on .pk and are thus intending to contact PKNIC. This
matter is not related to ministry or to business community, but is a
significant matter for the non-english speaking Pakistani citizens.
Again, we would appreciate if anybody
knows how to get in touch with PKNIC.

I think your information is inaccurate about the astronomical fee
etc. I am unable to ascertain what type of ICANN
Accreditation you hold since it is not mentioned on your website. I think
it’s a good step for Pakistani stakeholders to look towards International
accreditations especially ICANN accreditations.
Well done. Please do let me know what accreditation this is so I can make
a mention of it at the next ICANN working group
conference call. I am sure it will be much appreciated. Also it may
be a good idea to mention the type of accreditation on the website with a link
to ICANN’s accreditation list on their website.

Preferably it should go to private sector. Also please correct
me if I am wrong, your offices started, I think last year, to consider any
legal cases about PKNIC policies and UDRP violation as per agreement with PKNIC
for Rs.100,000 fees per domain/per case. I cannot verify because your
site is down. If correct, then what happened as I don’t see such
relationship any more.

Please note – setting up something with PTA and Government
support would not necessarily translate into the shifting of ccTLD. Although,
their backing would be required. This is a legal case that has to be justified,
along with technical and commercial expertise. ICANN has a very ‘defined’
procedure which needs to be followed – for ccTLD Re-delegation.

I think what we need to unilaterally agree on is what sort of
model/costing are we looking at after re-delegation:

Will a domain cost Rs. 200/year – why not cheaper

Will there be a walk-in office?

Will there be domain parking be offered?

Would telephone support be offered?

Would support be improved than the one we have currently?

Will there be an affiliate program directly tied into the
registry?

Will there be a reseller program directly tied into the registry?

Will there be toll-free helpline?

Would other payment alternatives be provided?
-
Would the dispute resolution time-frames and processes be more
defined?

Would there be account management for bulk-domain holders (not
necessarily part of the registry reseller program)

Would there be discounts / different pricing slabs for
quantity-based purchases

Would the .gov.pk still be free to the government?

Would a new management committee be set in place to review the
rules and guidelines every so often

Would the domain names servers be placed in

What sort of laws would the domain-registry be subjected to?

What guarantee is there if any toher organization takes over,
public/private/

Can we compare as to what the regional and internationally
acclaimed registries offer as ancillary services when a domain is booked through
them?
These are questions that need answering before we just jump
ahead. 10+ years of the registry and less than 30,000 domains for a country
with a massive population, it is no small wonder that people are opting for
.com/.net/et-

Can a team set up a complete case – I can ensure that we can get
PTA and Government support. This issue needs to be resolved and can be done by
a set of professionals who know the nuances and issues involved. Need
committed volunteers for this!
I along with several people had tried to address this issue when
we launched Supernet in 1994 and Internet was taking off in
Over the users, I have tried (unsuccessfully) to get the
industry together on this and other issues. Jamal and I had have even
tried to set up PISOC and I ensured that the MoITT gave it the approvals and
support, but the problem is systemic. Most owners and top managements are
clueless and the professionals who work for them are either not empowered or
are apathetic to these critical issues.
If we can set up a clear roadmap which addresses all the issues
(legal – specially technical, ownership, transfer, reliability, back-up, costs,
etc) we can take this up formally on the relevant fora.
