This is hacked Palace client Software. Unfortunately the blockall plugin
does not block these kind of Hacks. As you can see in you 'list command
output, the author changed the version String to "820 0" which is different
from any kind of legal palace client. You can see by this string that
without any doubt it is no original legal Palace client.
But until now, I do not know what version strings Phalanx clients send.

for them in an avatar "dispenser"?

First: Have them delete their Palace.reg file in the C:\WINDOWS directory, and
obtain a new Palace software registration code at http://palace.webdog.com/.
Second: GuestCodes and PlugAll both patch a potential security flaw by not
allowing guests to log in. Reason is, if you bless a guest, anyone that knows
your password can log in because {} is in your gateKeeper.dat file. And,
GuestCodes assigns temporary, session-based registration codes so a consensus
decision was made that it should return an error message when someone tries "wiz
up." Otherwise, you would be reblessing them every time they come back to your
Palace. *lol*

turned away with a note that logon was blocked by guest codes.
I am also running another plug-in that was installed by my wonderful
host (Joe of palacebox) that gives member codes to instant palace
users so that my instant palace people can do memberrooms to create
their own rooms.
So, the second problem is.... Any ideas on why the person can't log
in as wiz under a guest client, or what how to fix it so that he
can? Could the plug in that gives guests a member code so they
create memberrooms be somehow counter-acting the guestwiz yes
configuration in the plugall?

While it is technically feasable to host multiple Palace servers on the Windows
operating system, it is very difficult and involves hex editing the executable
file for each server you install. Furthermore, it is simply not worth the effort
due to the instability and crash routines associated with Windows and Macintosh
based PServers.
I would suggest you either:
(a) purchase a refurbished, cheap computer (several hundred dollars) and RedHat
Linux (www.redhat.com) for around $30 and install that on your new system; or
(b) consider leasing a dedicated server (Intel Pentium 4, with 512 mb of ram,
and a 40 gb hard drive) with a high speed OC-3 connection for $99 per month from
RackShack (www.rackshack.net), if you're interested in doing Palace hosting as a
commercial venture.
RackShack is a popular web hosting and colocation services provider, used by two
leading providers, Palacebox.com (www.palacebox.com) and PalaceUnlimited. Its
pricing schemata is reasonable and the service is excellent. In addition, it
comes with seven free IP addresses.
In closing, Linux offers the scalability and security you would require for
Palace hosting. It also allows you to use the most up to date server plugins.

Feeling invisible? :)
Head over to Vision (palace://vision.chatserve.com:9998) and locate the room
entitled 'Smiley Face Restorer'. Click on each grey smiley face so you see each
prop. Once all sixteen (16) have been shown to you, disconnect and close your
Palace software. Re-open your Palace software and you should be able to "see"
smiley faces once again.

This is a Palace C-Client Issue.
Probably your palace.prp in the directory of your used Palace C-Client got
corrupted.
Solution 1:
When you go to Hot City Script barn there you can find a room designed by a
women whose name I actually don't remember where you can add props into
your propfile palace.prp that will be used for the lost props.
Solution 2:
Use a new props file.
