I would recommend a Tiny Traker 4 (TT4) with the optional display.  Both devices are foiund at http://www.byonics.com.
 
I am currently using a TT4d (display version) with an FT8800 through the data port with great success.

Hi...
I would like to put together a mobile APRS system which would have the following functionality. ..

Receive APRS packets, display on screen and, if necessary, plot on GPS
Receive APRS messages and display
Transmit location APRS packets from connected GPS

Would the PICPAC be appropriate in this situation?

I have a Yaesu FT8900 and Garmin GPS. I also have a TT3+ which I have been using up to now. Would this equipment suffice or would I need more?
