You'd need some sort of MUF program to do that, but it is doable.
Unfortunately, the MUF archive on the protomuck website seems to be
down, so I'm afraid I can't point you to any script that'd do it....
Actually, after a bit of googling, I found the MUF repository;
apparently it moved and they didn't update the link on the site. You
can find it here:

Unfortunately, I don't see anything like what you're looking for
there. :/ Still, I know it can be done, since our muck's user
management system allows users to use an @request program to request a
character, and then a wizard can use the program to create the
character later after it is approved. Still, Proto is largely
compatible with programs meant for other mucks, so you might be able
to find something else that works. Good luck.
