I think this is a really good idea. The net effect would be to help
good hacks to spread, and hack-sharing is a big part of the value of
microformats.

So, +10. :)

About tagging and rating, I'd evaluate those ideas in terms of how
much they help hacks to spread. Tagging seems really useful in that
it would make it easier to find an existing bit of code before you go
off and start from scratch. I can see where rating would be useful
(for example I always check the ratings on sourceforge and freshmeat
when I'm comparing packages), but it's pretty hard to do well.
