You can visit reein webside to get more info regarding wind data collection. LGED is running on with 20 wind measurement site under the UNDP finance  and future / outcome of this project is also questionable.
So far, measurement done by BCAS is found reliable. Data from Bangladesh Meteorological Department is not satisfactory and may not be usable due to some reason. But right now they have latest instrument with good siting for Chittagong, Rangpur and Cox's Bazar and Khepupara ... which will be useful..

Bangladesh govt has no initiative in this regard.

I think BD people has motivation to come forward in solar and wind energy activities but need proper knowledge, proper funding...

Yes, I have noticed the data discrepancy as well.  It is really surprising that such big investments are made without proper wind data!

There are many people in Canada who design and actually make their own wind turbines.  They separately buy towers, guy cables, alternators, inverters, etc. and make their own blades for small wind turbines from PVC pipes or other customized materials.  Following their examples, and having so many people in Bangladesh, I think it may be cheaper to make small turbines locally.

In fact I have been in contact with one company who expressed interest in investing in wind power generation, but without any dependable wind, climate and soil data, I dont think it would be ethical to involve them.

Can the Bangladesh Government not do something to create reliable wind data?

Well, I have some information on this issue -
This was the first grid connected wind power generation project in Bangladesh and done by BPDB, though failure. Over the last 4 years after the installation they got only around 5 months running of these turbines. Most of the time - out of order. I had the opportunity to observe the system physically and also had contact with the in-charge person and the consultant of the project. But failed to get any data regarding wind speed and power production. Their initially measurement was absolutely wrong (see the data variation in JICA report also some in other reports). So far along with BPDB, LGED, BCAS, GTZ, BUET, RERC are also involved in wind data measurement and analysis and nobody agree with BPDB's data.
Also They may be taken the wrong wind turbine and not from a renowned manufacturer. The performance is almost zero.
Another unwise set up has been done in Kutubdia for 1 MW capacity using 20 x 50 turbines under the same consultant and let's see the output .....
I am worried about the govt organizations and some so called experts ... thinking always personal benefit and in turns reducing the international funding facilities.. ..
