With the new 700 Rule there is no doubtr that approval of the Region
Plan will be delayed.
I have just uploaded to the files section a copy of the letter from
NPSTC to the FCC addressing the current problems.

I am considering holding a Region meeting in early December. Who
among you would attend in Las Vegas, or Reno?
