digest. But after an initial look, there is much to be optimistic about.
Most encouraging is the process. Both the city and the
county have tried - separately - for more than a decade to persuade voters to
OK tax increases for transportation. And all those efforts flopped - mainly
because voters said they want a plan that is regional is scope, without regard
for jurisdictional boundaries.
This is a plan that addresses that concern. It was drawn
up by the Regional Transportation Authority,
