 1. Richland, Kershaw sewer spat hurts regional harmony - The State - Columbia, SC, USA

 

IT’S UNFORGIVABLE THAT Kershaw and Richland counties have failed to develop a joint plan to provide sewer in West Wateree and Northeast Richland.

 

Officials in the two counties should be showing leadership and unity in an effort to ensure these key areas are prepared for growth. But they’ve allowed the side issue of Kershaw’s membership in the Central Midlands Council of Governments to cloud matters.

 

Kershaw County wants to end an agreement with Central Midlands that allowed it to join the regional agency for water quality planning only. The rest of the county's regional planning is done by the Santee-Lynches Council of Governments. Kershaw joined Central Midlands because Santee-Lynches didn't offer water quality planning, but now it does.

 

Frankly, it really doesn’t matter which council of governments Kershaw belongs to. ...

 

 2. Underground rail plan to ease gridlock - Stuff.co.nz - Wellington, New Zealand

 

The Auckland Regional Transport Authority wants to electrify most of the rail network by 2011, and to build a 3.5km tunnel under the central business district from the western end of Britomart to Mt Eden in 10 to 20 years.

 

Although these plans could cost up to $1.6 billion – if not more – the authority sees them as crucial to keeping rail patronage growing so it is more than six times its current level of 3.8 million trips a year, which is almost double the 2001 total.

 

It wants to make a serious dent in road congestion by increasing public transport usage to 11 per cent of more than a billion passenger trips a year expected to be made by 2015.

 

The authority is understood to favour buying about 50 electric trains by 2011, to be supplemented by a handful of new diesel units in areas where it would be uneconomic to extend overhead power lines.

 

Set up late last year at the Government's behest, and as a condition of a $1.6 billion funding boost, it looks to enlarge the 92km passenger rail network.

... ready or not, the disparate communities ringing the Tampa Bay are morphing into a region. And as a result, traffic, congestion, water demands and cultural and environmental issues are increasingly crossing county boundaries. Whether the bay area is ready to embrace regional cooperation in working through those issues isn't clear.

 

The Manatee County boom, for example, is just a few miles from the Hillsborough County line, where houses are going up but at a much lower density.

 

"The tradition in this state is: local governments characteristically get to make these decisions" on zoning and building issues, said Charles Connerly, chairman of the Department of Urban and Regional Planning at Florida State University.

 

"How do you do that when every decision a local government makes impacts other parts of the region?"

 

That question is at the heart of a two-year, statewide study that's about to be released.

 

Led by the Urban Land Institute, a 37-member panel has been analyzing what steps Florida can take to promote regional cooperation and how it's fallen short. The group's recommendations have been forwarded to Gov. Jeb Bush.

The Tampa Bay Regional Planning Council, one of 11 statewide, must approve large developments, but its scope, budget and mission are limited. The business-oriented Tampa Bay Partnership focuses on economic development and marketing. In crisis situations, such as a looming water shortage, bay area communities historically have come together.

 

What's lacking, some say, is a regional group to handle everything falling through the cracks: demands on air and auto travel caused by new development; the future of regional transit; county border disputes over zoning; the marketing of sports and arts centers as regional draws; providing access to specialized health centers which serve a multicounty area, like the H. Lee Moffitt Cancer Center.

European companies that have taken over Latin America's utilities and basic services are all too aware that they have a "poor image" in the region, and are seen by politicians, economists and the media as having failed to meet expectations, according to a new report by the Inter-American Development Bank (BID).

 

The report is based on interviews by the European office of the BID with representatives of more than 70 companies from Spain, Germany, France, Italy, and Britain that have invested in Latin America and the Caribbean. They all say that they will remain in the region, despite short-term economic concerns, and deeper worries about some countries' institutions. Most senior executives of European countries warned that in the face of the challenges posed by Asia, Latin America needs to improve economic and political stability, reinforce investment legislation, strengthen institutions, and lower interest rates in local currencies.

 

The study also shows that companies understand the geographical and historical contexts of the region's economies. The two countries that raise the greatest concerns are Argentina and Venezuela, both seen as having specific problems related to investment security.

Opponents of plans to build new toll lanes on Loop 1604 and US 281 across the city's north side lined up to speak out against the plan this afternoon to the Metropolitan Planning Organization, 1200 WOAI news reported today.

The most dramatic suggestion yet about how to reduce metro Atlanta's notorious traffic congestion involves giving trucks their own lanes.

 

A study by the State Road and Tollway Authority suggests that metro Atlanta's interstate highway system would be 20 percent less crowded if new car pool lanes proposed along I-285 and outside it were truck-only toll lanes instead.

 

The authority used data and computer programs that simulate traffic from the Atlanta Regional Commission's Mobility 2030 plan. That blueprint, which spends $53 billion in federal, state and local transportation money over 25 years, shows that, while congestion doesn't get worse, it doesn't get better.

 

Doug Hooker, the authority's executive director, said he was so surprised by the study results that he asked for the models to be rerun several times.

 

The study, which assumed two cars per one truck, didn't go into much detail, said Erik Steavens, the agency's senior transportation analyst. For example, it didn't get into specifics such as the number of exits from potential truck lanes or whether it's even feasible to put extra lanes within the right of way of some interstate highways. In the study, tolls were assumed to be charged only when traffic stopped moving at a consistent pace.

For Intel, the age of the one-size-fits-all personal computer is coming to an end. The chip maker is announcing today that it is redoubling its efforts to customize PCs for specific regional markets.

 

Bill Siu, general manager of the channel products group, is spearheading the charge by moving from Oregon to Shanghai. And the company is opening up four ``platform definition centers'' overseas so that it can study regional markets and design products for them.

 

The regional centers will be in Shanghai, China; Sao Paolo, Brazil; Bangalore, India; and Cairo, Egypt. The company will hire people with local knowledge of the markets to study consumer behavior and make suggestions for customized technology.

Regional Community News is published weekly on Wednesday. Making visible analysis and actions at multi-jurisdictional regional scales is its purpose.

"Think globally, act locally" was innovative in its time. Today the local scale is often too small to address today's needs and opportunities. "Think local planet, act regionally," is my candidate paradigm. We can see that “regional communities” are organized and now act both to avoid tragedy in the commons and gain benefits. An effective multi-jurisdictional regional community has DNA: it is geographically Defined; has a common Name and its Alignment is inclusive of smaller communities and participatory in larger communities.
